BACKGROUND

 

This action does not encumber funds; the purpose of a cooperative purchasing agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that the need combined with the amount budgeted will determine the amount spent under this agreement.

 

This cooperative purchasing agreement provides for temporary staffing services for the Department of Human Resources. The City would engage the recommended supplier, via the Houston-Galveston Area Council cooperative agreement, to assist with our immediate temporary staffing needs. It is the City’s intent to engage the firm for the following areas: employee relations/investigations, contract processing, budget, and accounting, recruitment, compensation, and onboarding for use by various departments within the City.

 

The Houston-Galveston Area Council cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On January 26, 2022, City Council authorized Supplemental Agreement No. 1 to the interlocal contract with BG Staffing Inc. for the provision of HRIS staff to increase the contract; and extending the term from February 1, 2021 to September 1, 2023, by Resolution No. 22-0228.
