Body

BACKGROUND

On January 22, 2025, the City Council authorized the acceptance of a grant from the U.S. Department of Housing and Urban Development (HUD) for the FY 2023 Economic Development Initiative Community Project Funding (Grant No. B-23-CP-TX-1428, Assistance Listing No. 14.251) in the amount of $2,000,000.00 to support planning studies in Downtown Dallas and surrounding neighborhoods from the effective date of award through August 31, 2031; and execution of the grant agreement with HUD and all terms, conditions, and documents required by the agreement by Resolution No. 25-0207.

On October 29, 2025, the City of Dallas released Request for Qualifications (RFQ) “CIZ25-TRN-3200 Planning and Engineering Services for Streetcar Alignments for ‘Reimagining Downtown Dallas’ (Step One of Two) (RFQ/Request for Proposals (RFP))” (“Project”) and received four statements of qualifications from interested firms. A five-member selection committee consisting of staff from the Department of Transportation and Public Works, Department of Planning and Development (Preservation and Urban Design), and the Office of Economic Development evaluated and ranked the statements of qualifications received. All four firms were shortlisted and invited to step two of the RFQ/RFP procurement process.

On January 7, 2026, the City issued an invitation-only Request for Proposals to the four shortlisted firms. AECOM Technical Services, Inc., was selected by the review committee as the most highly qualified proposer to provide professional engineering services for the project.

This action will authorize a professional engineering services contract with AECOM Technical Services, Inc. to support planning services for the development of a comprehensive master plan for the Dallas Streetcar project that connects the existing streetcar planned northern extension terminus near the Omni Hotel to the McKinney Avenue Transit Authority system, including conceptual design and engineering services.
