BACKGROUND
This Supplemental Agreement will provide for continuous maintenance and support for the supervisory control and data acquisition (SCADA) systems at Stormwater and Floodplain (previously known as Trinity Watershed Management) and Dallas Water Utilities (DWU). Stormwater and Floodplain manages several pump station and other facilities including SCADA system and Automated Local evaluation in real time (ALERT) system which needs support and maintenance services. These services include SCADA equipment parts repair, replacement parts and software support. DWU manages three treatment plants and two wastewater treatment plants including collections and water distribution. The SCADA systems at all these locations allow for automated control of plant/pump station functions, data logging, and regulatory reporting of plant operations. These systems have been installed over the past ten years and require periodic maintenance. Maintenance includes patches, updates, technical and customer service support to ensure compliance with state or federal requirements.
In accordance with Administrative Directive 4-05 9.2.1 B-6, a master agreement awarded as an ID/IQ Agreement shall be authorized by a City Council resolution and be established for a set term plus one six-month extension, which may be authorized by AA. Extensions greater than six months, must be authorized by a City Council resolution.
The Office of Procurement Services in coordination with the Dallas Water Utilities anticipates re-advertising a new solicitation within the next six months.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On October 8, 2019, City Council authorized a three-year service contract with (1) Prime Controls, LP for maintenance and support for the supervisory control and data acquisition systems at five water and wastewater treatment plants for the Water Utilities Department; (2) Hydrolynx Systems, lnc. for parts and repair of hardware for the automated local evaluation in real time system for monitoring of flood incidents for the Water Utilities Department; (3) Trilynx Systems, LLC for the operating system software maintenance and support of the automated local evaluation in real time system for monitoring of flood incidents for the Water Utilities Department; and (4) HSQ Technology for maintenance and support of the supervisory control and data acquisition stormwater systems for the Water Utilities Department by Resolution No. 19-1594.
