BACKGROUND

 

Home Improvement and Preservation Program (HIPP) is the home repair program offered by the City of Dallas and currently administered by the Office of Housing and Community Empowerment (formerly known as the Department of Housing & Community Development, referred to as “Housing”). HIPP is funded through both non-federal, including Tax Increment Finance (TIF) District funds, and federal funding sources, including Community Development Block Grant (CDBG) program funds, and adheres to all regulations of the U.S. Department of Housing and Urban Development (HUD), as well as state and City laws and regulations.

 

When using CDBG Funds, federal regulations permit the City, as a non-federal entity, to contract with a subrecipient to administer programs on the City’s behalf or purchase goods or services for the City’s direct use through a contractor. Outsourcing HIPP to a private entity will deliver services in a more streamlined manner.

 

On April 4, 2025, a non-formal evaluative procurement, which the City calls a Notice of Funding Availability (NOFA) was posted and received three (3) responses. The applications were scored, and a five-member committee, comprised of staff from Housing, the Office of Economic Development, and Department of Code Compliance, reviewed and evaluated the qualifications of the proposals. The committee selected the applicant based on demonstrated competence, qualifications, financial capacity, staff and organizational experience, and workplan. Housing used its list serve to publicize the NOFA and posted it on the Housing website at www.dallashousingpolicy.com.

 

Volunteers of America Texas, Inc. was selected as the subrecipient to enter into an agreement to provide home repairs to residents of Dallas.

 

This action will authorize the City Manager to execute a two-year agreement with two two-year renewal options, approved as to form by the City Attorney, with Volunteers of America Texas, Inc. and/or its affiliate (Subrecipient) for HIPP administration, management, and implementation, pursuant to the Dallas Housing Resource Catalog (DHRC), the Community Development Block Grant (CDBG) Regulations, and applicable federal, state, or local laws or regulations in an amount not to exceed $13,074,846.95.

 

Housing will disburse a lump sum advance of $660,000.00 in CDBG Funds to Volunteers of America Texas, Inc. within 30 days of contract execution. This advance will support households where a HIPP contract has already been signed, allowing those residents to begin receiving home repairs immediately.

 

While repairs are underway, Housing staff will collaborate with the selected Subrecipient to establish a timeline for transitioning the remaining residents who are at various stages in the process. Staff will also work with the Subrecipient to develop a timeline for the remainder of the fiscal year, define reporting metrics, and prepare for the launch of the next application period. Volunteers of America Texas, Inc. is expected to serve 449 households with the funding currently available. Additional allocations of CDBG and TIF District Funds may be added through supplemental agreements or contract extensions as they become available.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On April 12, 2023, the City Council adopted the Dallas Housing Policy 2033 (DHP33) to replace the Comprehensive Housing Policy (CHP) by Resolution No. 23-0443 and the Dallas Housing Resource Catalog (DHRC) to include the approved programs from the CHP by Resolution No. 23-0444.

 

On March 27,2024, the City Council authorized the last amendment to revise the Home Improvement and Preservation Program (HIPP) by Resolution No. 24-0421.

 

On June 12, 2024, the City Council authorized final adoption of the City's Five-Year Consolidated Plan for FY 2024-25 through FY 2028-29 and the first FY 2024-25 Action Plan, with the FY 2024-25 HUD Consolidated Plan Budget in the amount of $30,949,109.00 by Resolution No. 24-0873.

 

On September 25, 2024, the City Council authorized funding transfers from the Oak Cliff Gateway TIF District, Fort Worth Avenue TIF District, and Deep Ellum TIF District (TIF Districts) to Housing to be deployed in the City’s homeowner stabilization, home repair, and displacement mitigation programs for the costs of providing and preserving affordable housing inside and outside of the TIF Districts by Resolution No. 24-1401.

 

The Community Development Commission was briefed on the HIPP amendment from March 27, 2024, the home repair programs consolidation, and progress to date on October 10, 2024.

 

The Community Development Commission was briefed on the “Community Development Block Grant (CDBG): Timely Expenditure of Funds Status Updates”, which includes discussion on the HIPP service delivery model on February 6, 2025.

On August 27, 2025, the City Council authorized preliminary adoption of Substantial Amendment No. 1 to the FY 20025-26 Action Plan Budget and a public hearing to be held on October 8, 2025, to receive public comments on the FY 2025-2026 Action Plan Budget by Resolution No. 25-1350.

 

The Community Development Commission was briefed on the “Community Development Block Grant (CDBG): Timely Expenditure of Funds”, which includes discussion on the HIPP service delivery model on October 9, 2025.
