BACKGROUND

 

This purchase will provide for a high-capacity alternate daily cover (ADC) spray application unit for use at the McCommas Bluff Landfill, operated by the Department of Sanitation Services.

 

The unit is a critical piece of equipment that allows for the application of alternative daily cover materials, such as spray-applied foams, which are used in place of traditional soil to meet Texas Commission on Environmental Quality (TCEQ) requirements for daily landfill cover. Using ADC reduces the consumption of valuable landfill airspace and improves operational efficiency by eliminating the need to transport and place soil cover each day.

 

The high-capacity sprayer is specifically designed to handle the volume and frequency of application required for a site of McCommas Bluff's size and scale. LSC Environmental Products, LLC is the sole provider of the patented ADC materials and equipment compatible with the City's existing spray cover system, justifying the sole source designation.
