Authorize a construction services contract with The Northstar Construction, LLC, lowest responsible bidder of nine, for the construction of the Kleberg Trail Phase I Project, to provide a 12-foot wide and approximately 0.74-mile-long new concrete trail including prefabricated bridge from the Dallas Area Rapid Transit Buckner Station located at 8008 Elam Road to Crawford Memorial Park at Bridges Street - Not to exceed $1,438,777.00 - Financing: Capital Gifts, Donation and Development Fund ($719,388.50) and Park and Recreation Facilities (B) Fund (2017 General Obligation Bond Fund) ($719,388.50)

BACKGROUND
The Kleberg Trail, when completed, will total 5.75 miles extending southeast to the City’s southeast border with the City of Seagoville as identified in the Dallas Trail Network Master Plan. This segment of the Kleberg Trail will provide access to major public transportation, employment, residential areas, and a community park. Upon build out of the Dallas trail system, the Kleberg Trail will connect to the Prairie Creek Trail and, by extension to, the Trinity Forest, Levee, and Skyline Trails, White Rock Creek Trail, Katy Trail, Northaven Trail, etc. providing a vital link to and from southeast Dallas, an area of the City which currently contains fewer parkland opportunities than adjacent areas.
The project scope is to build 12-foot-wide multi-use trail including prefabricated bridge from the DART Buckner Station to Crawford Memorial Park at Bridges Street with a connection into the Crawford Memorial Park loop trail system.
This action will authorize a construction services contract with Northstar Construction, LLC. for the construction of the Kleberg Trail Phase I Project. The trail connects DART Buckner Station to Crawford Memorial.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 11, 2019, the City Council authorized a Project Specific Agreement (PSA) for a total cost of $500,000.00 was executed with the Dallas County to fund the schematic design development, for the Kleberg Trail Project was awarded by the City Council by Resolution. No. 19-1410.
On October 28, 2020, the City Council authorized a professional services contract with IEA, Inc. for schematic design development, for the Kleberg Trail Project was awarded by the City Council by Resolution No. 20-1718.
On March 26, 2025, the City Council authorized an amendment to the Project Specific Agreement (PSA) with the Dallas County to fund the construction of the Kleberg Trail Project was awarded by the City Council by Resolution. No. 25-0487.
On November 20, 2025, the Park and Recreation Board approved a construction services contract with The Northstar Construction, LLC, lowest responsible bidder of nine, for the construction of the Kleberg Trail Phase I Project, to provide a 12-foot wide and approximately 0.74-mile-long new concrete trail including prefabricated bridge from the Dallas Area Rapid Transit Buckner Station located at 8008 Elam Road to Crawford Memorial Park at Bridges Street.
