BACKGROUND

 

On October 23, 2024, the City Council authorized the twenty-year interlocal agreement with the two five-year renewal options with the Richardson Independent School District for shared campus access for neighborhood recreational use. The parties now desire to modify the agreement to add Dallas County as a party and assign the City’s obligations to Dallas County in accordance with the deal points listed below. This amendment and assignment of responsibility to Dallas County will provide general public access to the recreational area through the grant of a public access easement while providing a cost savings to the City since the maintenance and programming responsibilities will be assumed by Dallas County. This action will eliminate the City’s obligations and provide a one-time contribution of equipment in an amount not to exceed $400,000.00 to develop the park by Dallas County. This agreement focuses on an open portion of the former Dobie Pre-Kindergarten School campus that is approximately 3 acres, which is located adjacent to the Cottonwood Creek Trail.  

 

Deal Points:

 

                     Add Dallas County as a party to the ILA;

                     City to provide recreational equipment that may include playground structures, catalog pavilions, bleachers, soccer goals and other similar material in an amount not to exceed $400,000;

                     Dallas County will be responsible for installation of equipment

                     City to continue to provide mow/trim of site for one year beginning upon execution of amended ILA;

                     After one year, Dallas County to maintain recreational area in a manner consistent with neighborhood parks beginning after City ceases maintenance activities;

                     RISD and Dallas County to make recreational area publicly available to residents during normal park hours (5:00 a.m. - 11:00 p.m.) by way of public access easement;

                     Dallas County to develop and construct recreational area with amenities that may include a soccer field, pavilion, trail access improvements, and furnishings;

                     City to review design and construction plans with ability to provide comment.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On February 28, 2024, the City Council authorized the transfer and reallocation of ARPA funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Fund to the ARPA Redevelopment multi-year fund to provide assistance with completing projects by Resolution No. 24-0315.

 

On October 17, 2024 the Park and Recreation Board approved the item.

 

On October 23, 2024, City Council authorized an Interlocal Agreement between the City of Dallas and Richardson Independent School District for shared access of campus grounds and the design, construction, and maintenance of outdoor recreational improvements at the former Dobie Elementary Pre-Kindergarten School campus located at 14040 Rolling Hills Lane by Resolution No. 24-1579.

 

On June 18, 2026 the Park and Recreation Board approved the item.
