BACKGROUND
This service price agreement provides City residents with access to twenty-four-hour on demand lactation support through the Office of Housing and Community Empowerment (OHCE). Pacify Health, Inc dba Pacify (the “Supplier”) will provide immediate telephone lactation support without the need of a smartphone or having to schedule an appointment. The Supplier will provide support services after hours Monday through Friday and twenty-four-hours on the weekends and City holidays. Additionally, services will be provided in English, Spanish, and other languages through a nationwide network of International Board-Certified Lactation Consultants.
The Supplier provides detailed call data for program evaluation that has demonstrated a significant increase in breastfeeding rates.
This action does not encumber funds. The purpose of a service price agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On May 13, 2020, the City Council authorized (1) a one-year service price agreement with Pacify Health, Inc dba Pacify to provide City residents with access to twenty-four-hour on demand lactation support through the Office of Community Care and Empowerment in an estimated amount of $136,380.00; and (2) the ratification of $63,782.50 to pay outstanding invoices for a total estimated amount of $200,162.50, by Resolution No. 20-0736.
On April 13, 2022, the City Council authorized a service price agreement with Pacify Health, Inc dba Pacify to provide City residents with access to twenty-four-hour on demand lactation support through the Office of Community Care and Empowerment for a term of three years, in an estimated amount of $409,140.00, by Resolution No. 22-0574.
On August 14, 2024, the City Council authorized the acceptance of a grant from the Texas Department of State Health Services (DSHS) for the Texas Lactation Support After-Hours Hotline (TLSAH) Program in the amount of $400,000.00 to fund the after-hours lactation support services for the period of September 1, 2024 through August 31, 2025, by Resolution No. 24-1076.
On June 25, 2025, the City Council authorized acceptance of additional grant funds in an amount of $400,000.00 from DSHS for the TLSAH Program for the period September 1, 2025 through August 31, 2026, by Resolution No. 25-1057.
On August 27, 2025, the City Council authorized (1) a one-year service price agreement with Pacify Health, Inc dba Pacify to provide City residents with access to twenty-four-hour on demand lactation support through the Office of Community Care and Empowerment in an estimated amount of $174,180.00, by Resolution No. 25-1326.
