Authorize a one-year cooperative purchasing agreement for the software subscription, implementation, and maintenance and support of Rapid Deploy platform for enhanced Next Generation 911 mapping and analytics for the Department of Information and Technology Services with AT&T Enterprises LLC through the Houston Galveston Area Council cooperative agreement - Not to exceed $471,250.00 - Financing: CSEC Prop 8 Next Generation 9-1-1 Service Fund ($417,020.00) and 2022 Homeland Security - Urban Area Security Initiative 23-25 Fund ($54,230.00)

BACKGROUND
This cooperative purchasing agreement will provide enhanced NG911 mapping, reporting and situational awareness capabilities to telecommunicators and field responders within the Dallas Police and Dallas Fire-Rescue services departments.
Key Benefits:
• Location Accuracy-Expedient, enhanced location accuracy for GIS and supplemental data finds and pinpoints the exact caller location when the 9-1-1 call comes in.
• Situational Awareness-Critical, data layers and effective information all in one place for telematics, location, indoor mapping, aerial imagery, live video, SMS text, etc.
• Call information-Critical, data and modern communication tools accessible in a single map for the most efficient, effective emergency response.
• Real-time insights, custom reporting and tailored dashboards provides timely and efficient access to information that matters on a single platform.
The Houston Galveston Area Council cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
