BACKGROUND

 

The Iron Bridge Pump Station (IBPS), located at 4777 County Road 3706 in Wills Point, Texas 75169, is a critical asset for the Dallas Water Utilities Department (DWU) that pumps raw water from Lake Tawakoni to the Tawakoni Balancing Reservoir for storage before flowing via gravity to the East Side Water Treatment Plant for treatment. The IBPS is one of three raw water pump stations in DWU’s eastern water supply system, with Lake Tawakoni being the oldest of the three eastern system reservoirs.

 

The IBPS was constructed in the 1960s and has been in service for over 55 years and is due for near-term rehabilitation to maximize its useful life. Much of the equipment and pump station components in the station date back to the original construction and are inefficient and expensive to operate and potentially dangerous to maintain. There are numerous hydraulic, structural, electrical, architectural, and other needs that require attention to ensure the continued reliable operation of the pump station.

 

In 2010, an engineering assessment and preliminary design were completed to rehabilitate and expand the capacity of the IBPS. The project was delayed in 2012 due to a need to keep IBPS in operation as the Lake Fork Pump Station was being commissioned. Improvements of IBPS faced further delays due to budget constraints until 2021, when an assessment of the pump station was finalized to develop scope for a near-term project including rehabilitation and repairs in lieu of a major pump station expansion.

 

This action will authorize a construction services contract with Walsh Construction Company II, LLC dba Archer Western, for DWU’s Iron Bridge Pump Station Rehabilitation Project. The project improvements consist of lake bank reinforcement, site access gate replacement, structural repairs throughout the pump station, including concrete, flumes, guard rails, and upper-level rehabilitation, roof replacement, elevator rehabilitation, louvers and door improvements. In addition, construction services will also include process-mechanical items such as intake gates and actuator improvements, bridge crane improvements, pump discharge valving, surge control automation, demolition of existing hydraulic system, pump, motor, base frame leveling and miscellaneous improvements, electrical rehabilitation related to low-voltage equipment, medium-voltage equipment, new electrical feed to process-mechanical equipment, backup generator and lighting; and related instrumentation and control improvements.
