Authorize (1) rescinding the Community Development Block Grant (CDBG) Contract - Public Facility Improvements Project contract awarded to Boys & Girls Club of Greater Dallas, Inc. previously approved on May 27, 2026, by Resolution No. 26-0895, to provide for rehabilitation of the property located at 4804 Worth Street, Dallas, Texas 75246, refurbish and update their existing office space, located at 1515 Main Street, Dallas, Texas, 75201; and (2) for the City to reprogram the funds for other eligible CDBG uses including, nonprofit public improvement projects - Financing: This action has no cost consideration to the City (see Fiscal Information)

BACKGROUND
On May 27, 2026, the City Council authorized a secured, zero percent interest, forgivable loan agreement, approved as to form by the City Attorney, in the amount of $107,860 to Boys & Girls Clubs of Greater Dallas, Inc. to provide for rehabilitation of the property located at 4804 Worth Street, Dallas, Texas 75246, which provides safe, high-quality, no-cost youth development, academic enrichment, leadership recreation, and supportive services for low and moderate-income youth (the “Property by Resolution No.26-0895.
The organization has informed our office that it will not be moving forward with the project with CDBG funds, as it is unable to meet HUD’s requirement to provide services at the improved location for five years following project completion. This five-year service commitment is a HUD regulation and cannot be waived.
This action rescinds Resolution No. 26-0895, previously approved on May 27, 2026.

On August 6, 2025, the City Council adopted the FY 2025-26 Consolidated Plan Budget for the U.S. Department of Housing and Urban Development grant funds, by Resolution No. 25-1185
The Community Development Commission’s Public Improvements Committee was briefed regarding this matter on April 23, 2026.

On May 27, 2026, the City Council authorized (1) a secured, zero percent interest, forgivable loan agreement, approved as to form by the City Attorney, in the amount of $107,860 to Boys & Girls Clubs of Greater Dallas, Inc. to provide for rehabilitation of the property located at 4804 Worth Street, Dallas, Texas 75246, which provides safe, high-quality, no-cost youth development, academic enrichment, leadership recreation, and supportive services for low and moderate-income youth (the “Property”), for the period June 1, 2026 through July 31, 2027; and (2) the execution of any and all terms, conditions, and documents required by the forgivable loan agreement by Resolution No. 26- 0895
