Title
Authorize a five-year service price agreement in the estimated amount of $32,046,741.44 for the period June 24, 2026 through June 23, 2031, with two one-year renewal options in the estimated amount of $13,733,936.99, as detailed in the Fiscal Information section, for janitorial services for citywide use - Ambassador Services LLC, most advantageous proposer of thirty-seven - Estimated amount of $45,780,678.43 - Financing: General Fund (subject to annual appropriations) (see Fiscal Information)

BACKGROUND
This action does not encumber funds. The service price agreement establishes pre-negotiated pricing and contract terms for a specified period of time. Actual expenditures will occur only when services are requested and are supported by available departmental appropriations. The estimated amount represents the maximum anticipated value based on all potential usage scenarios during the contract term and is provided for planning purposes only. Actual expenditures may vary significantly and will be driven by operational needs. For reference, the City's average annual expenditure for these services over the past five years has been approximately $2,245,000.00 per year.
This service price agreement will provide for citywide janitorial services. This agreement will include, but is not limited to, the following locations:
• City libraries
• Field service facilities
• Multi-tenant administrative offices
• Police substations
• Public safety facilities
• Service center garages
• Street services and public works locations
• Training centers
These services are essential to maintaining a clean, safe, and sanitary environment that supports daily operations and presents a professional image to City staff and the public.
Routine cleaning and disinfecting services help reduce the spread of germs and support overall public health. The City’s cleaning requirements align with established guidelines from the International Sanitary Supply Association, Green Seal, Inc., and the Centers for Disease Control, including the use of environmentally preferred Green Seal-certified cleaning products and supplies as required in the specifications.
A six-member committee from the following departments reviewed and evaluated the qualifications:
• Department of Facilities and Real Estate Management (2)
• Department of Sanitation Services (1)
• Library (2)
• Office of Procurement Services (1)*
*The Office of Procurement Services evaluated cost and local preference.
The committee selected the successful respondents on the basis of demonstrated competence and qualifications under the following criteria:
• Cost 25 points
• Experience 25 points
• Qualifications 25 points
• Work Plan 20 points
• Local Preference 5 points
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The calculated living wage during the solicitation process of this contract is $22.05; the selected vendor meets this requirement.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 9, 2021, the City Council authorized a five-year service price agreement for citywide janitorial services with Oriental Building Services, Inc., Ambassador Services, LLC, LGC Global Energy FM, LLC and Unicare Building Maintenance, Inc. by Resolution No. 21-1012.
On April 27, 2022, the City Council authorized (1) rescinding the award recommendation to the service contract with Unicare Building Maintenance, Inc. for janitorial services for Fire-Rescue and Park and Recreation locations previously approved on June 9, 2021, by Resolution No. 21-1012; (2) Supplemental Agreement No. 1 to increase the service price agreement with Oriental Building Services, Inc., next highest-ranking proposer, for janitorial services for Fire Rescue locations; and (3) Supplemental Agreement No. 1 to increase the service price agreement with LGC Global Energy FM, LLC, next highest-ranking proposer, for janitorial services for Park and Recreation locations by Resolution No. 22-0656.
