Authorize a contract with Urban Smart Growth LT, LLC for the donation of privately funded design plans to construct pedestrian improvements including crosswalks, median sidewalk, pedestrian signals, and roadway improvements to include dual left-handed turn lanes on eastbound North Haskell Avenue from US 75 Northbound Frontage Road to Capitol Avenue - Financing: This action has no cost consideration to the City (see fiscal information for potential future costs)

BACKGROUND
On December 12, 2024, the North Haskell and US 75 Improvement Project (“Project”) was approved by the North Central Texas Council of Governments’ (NCTCOG) Regional Transportation Council as part of a cost overrun partnership with the City of Dallas. The Project will be completed in two phases.
Phase I will construct pedestrian improvements along North Haskell Avenue from US 75 Northbound Frontage Road to Capitol Avenue, including crosswalks, median sidewalk, and pedestrian signals, as well as roadway improvements to include dual left-handed turn lanes from eastbound North Haskell Avenue to “The Central” development (this action).
Phase II will replace the traffic signal at US 75 Southbound Frontage Road and North Haskell Avenue, including the extension of the US 75 Southbound Frontage Road left-turn bay and placement of fiber optic connectivity (future action).
The Project will advance the City’s Vision Zero goal of eliminating traffic fatalities and reducing severe injuries, as North Haskell Avenue is on the Vision Zero High Injury Network and could benefit from traffic safety improvements. The Project will also improve pedestrian facilities and enhance access to the Dallas Area Rapid Transit (DART) Cityplace Station, including the provision of traffic calming measures.
Through the funding partnership with NCTCOG, the City of Dallas will provide funding for this Project and cover the cost overruns for the Zaragoza Elementary Safe Routes to School (SRTS) project and the Elam Road SRTS project, in the estimated amount of $2.5 million. In exchange, the NCTCOG will cover the funding gap for the construction of roadway and pedestrian improvements on Wheatland Road, in the estimated amount of $11.1 million, by increasing the federal funds currently available for this project.
Urban Smart Growth LT, LLC, is planning a development at the northeast corner of US 75 Northbound Frontage Road and North Haskell Avenue.
The City of Dallas and Urban Smart Growth LT, LLC, have identified Phase I of the Project as a priority, and Urban Smart Growth LT, LLC, has agreed to conduct all necessary engineering and design services for Phase I of the Project at its sole expense and donate the completed Phase I design plans to the City to facilitate construction.
If approved, this action will allow for the development and donation of the design plans and specifications in accordance with City and State standards to be provided to the City by Urban Smart Growth LT, LLC, to be used for construction of Phase I of the Project.

The Transportation and Infrastructure Committee was briefed on the “DART Update: Joint DART Board/Dallas City Council Transportation and Infrastructure (TRNI) Committee” on February 18, 2025.
FISCAL INFORMATION
This action has no cost consideration to the City. Future cost to the City is $1,500,000.00 for construction of Phase I, which will be placed on a future City Council Agenda for consideration.
