BACKGROUND
On February 5, 2025, the City of Dallas advertised the Request for Qualifications for Professional Consultants in Various Disciplines for Park and Facility Projects included in the 2024 Bond Program (CIZ25-PKR-3143). In response to this advertisement, the Office of Procurement Services received submittals from 18 interested architecture firms in the Recreation Center Category on March 7, 2025.
On April 2, 2025, the Park & Recreation Department, Planning and Design Selection Committee evaluated and shortlisted eight firms based on their qualifications for Recreation Center projects.
On July 22, 2025, the Planning and Design Division sent a Request for Proposal for Architectural and Engineering Services for Marcus Park Recreation Center Facility Improvements, the Planning and Design Division received six submittals on August 8, 2025.
On August 15, 2025, the Selection Committee’s evaluation scored the proposals and ascertained that the GSR Andrade Architects, Inc. was selected as the most qualified proposer for this project.

On November 6, 2025, the Park and Recreation Board approved a professional services contract with GSR Andrade Architects, Inc. for architectural and engineering services for the schematic design, design development, construction documents, bidding and negotiation, and construction administration for the renovation of Martin Weiss Recreation Center located at 1111 Martindell Avenue.
