SUBJECT

Title

Authorize a three-year cooperative purchasing agreement for an advanced human resources management system (Early Warning System) for the Police Department to be managed by the Department of Information and Technology Services with Benchmark Solutions, LLC dba Benchmark Analytics through the General Services Administration cooperative agreement - Not to exceed $907,485 - Financing: Information Technology Services Funds (subject to annual appropriations)

Body

BACKGROUND

This action does not encumber funds; the purpose of a cooperative purchasing agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.

This cooperative purchasing agreement will provide for an advanced human resources management system for the Police Department to be managed by the Department of Information and Technology Services.  This agreement will provide for an advanced human resources management solution that takes a data-driven approach in identifying officers who display early warning signs of conduct that require a potential course correction.  The solution uses an analytical approach to identify negative trends in performance.  Once identified, the solution systematically alerts Police leadership of officers who are showing signs that they are a risk to residents, or at risk to perform actions that could diminish the reputation of the Police Department.  The Police Department can then provide further evaluation and support needed to assist the employee in mitigating future potential issues.

The General Services Administration cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code.  Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
