BACKGROUND

 

The Dallas Police Department (DPD) continues to expand its technology capabilities to improve officer safety, transparency, and operational efficiency. The existing cooperative purchasing agreement with Axon Enterprise, Inc., authorized by Resolution No. 23-1411 on October 11, 2023, established a citywide deployment of Officer Safety Plan (OSP) licenses and public-safety technology. Since that authorization, the number of system users has increased, and new public-safety innovations have become available under Axon’s current Sourcewell Contract No. 101223-AXN.

 

This action will authorize Supplemental Agreement No. 1 to the cooperative purchasing agreement with Axon Enterprises to Contract No. DPD-2023-00022728 to (1) increase the number of OSP licenses from 3,500 to 4,000; (2) add upgraded technologies and additional City participants, including the City security officers of the Dallas Municipal Court Department; and (3) add an option to extend the term for up to three additional years through December 31, 2036. The amendment incorporates Axon’s newly awarded cooperative purchasing contract, enabling access to the latest technologies at current market pricing.

 

The supplemental agreement expands the scope of services to include:

 

                     Upgrading from Officer Safety Plan 7+ to Officer Safety Plan 10 Premium, integrating Axon Body 4 cameras with real-time translation and Taser 10 energy weapons;

                     Increase number of OSP licenses for DPD from 3,500 to 4,000;

                     Add City Security Officers to the Officer Safety Plan 10 Premium;

                     Increasing and refreshing DVR systems in fleet vehicles;

                     Adding Drone as a First Responder capabilities under Axon Air;

                     Deploying the AI Era software suite for transcription, automatic report generation, and evidence analytics; and

                     Adding Dedrone airspace-security software, Axon Fusus real-time crime-center integration, Axon M90 in-car camera systems, and virtual-reality training modules.

Together, these enhancements advance transparency, efficiency, and community safety while positioning the City of Dallas as a leader in integrated public-safety technology. Consolidated pricing across departments provides an estimated $20 million in cost avoidance and ensures alignment of technology and support through 2036.

 

The Sourcewell cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271 of the Texas Local Government Code, which authorizes local governments to participate in cooperative purchasing programs.

 

With approval of this agenda item, Dallas Police will transition from Taser 7 to Taser 10 and Contract No. DPD-2023-00021035 awarded in December 2022 will be terminated.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On December 14, 2022, the City Council authorized a ten-year cooperative purchasing agreement for the purchase of licenses providing the use of body-worn, in-car, and interview-room camera systems, electronic control weapons, cloud storage, and associated software and hardware for the Police Department with Axon Enterprise, Inc., through the Sourcewell cooperative agreement, by Resolution No. 22-2337.

 

On October 11, 2023, the City Council authorized a cooperative purchasing agreement with Axon Enterprise, Inc., through Sourcewell Contract No. 010720-AXN, for the purchase of body-worn, in-car, and interview-room camera systems, electronic control weapons, cloud storage, unmanned aerial systems, and associated hardware and software for the Dallas Police Department by Resolution No. 23-1411.

Cooperative Purchasing Agreement 

Cooperative purchasing agreements enable the City to associate with State agencies, other local governments, or local cooperative organizations comprised of other state and local governments, to leverage market buying power and enable the City to purchase goods or services at lower prices.

 

The cooperative purchasing agreement is an alternative method of meeting the requirements for competitive bidding or competitive sealed proposals, not an exception from that requirement
