Authorize Supplemental Agreement No. 3 to the professional services contract with Garver, LLC, to provide additional engineering services required for raw water facility major maintenance and rehabilitation improvements at the Bachman Water Treatment Plant and Tawakoni Balancing Reservoir - Not to exceed $3,175,021.00, from $8,481,480.00 to $11,656,501.00 - Financing: Water Capital Improvement F Fund ($2,000,000.00), Water Capital Improvement G Fund ($1,050,000.00), and Water Construction Fund ($125,021.00)
Body
BACKGROUND
The initial phase of this project identified 10 raw water facilities for evaluation based on their age and condition, impact to system, reliability, cost to operate, and frequency of repairs. The facilities included intake structures, screening equipment, pump stations, valves, and pipelines located at the Tawakoni Balancing Reservoir and at intakes along the Elm Fork of the Trinity River and three Dallas Water Utilities (DWU) water supply reservoirs: Lake Ray Hubbard, Lake Tawakoni, and Lake Fork. Services included condition assessment, prioritization of needs, cost analyses of replacement or repair, and development of a business risk exposure value for each element of the water supply system evaluated. An asset management inventory with a risk-based scoring system was developed to determine the near term and future prioritization and phasing of improvements to the raw water facilities.
Supplemental Agreement No. 1 provided specialized investigations and evaluations identified during the initial phase and detailed engineering designs for critical raw water facility improvements. The critical raw water facilities included Lake Ray Hubbard Intake, Forney Pump Station, and Forney Dam. In addition, detailed field investigations, structural modeling, and operational assessments for Forney Dam and construction phase services associated with secured entry improvements at the East Side Water Treatment Plant were included in the scope of services.
Supplemental Agreement No. 2 provided bidding and construction phase services for the proposed improvements at the Lake Ray Hubbard Intake, Forney Pump Station, and Forney Dam.
The supplemental work also included the evaluation of risk to the utility before and after implementation of key raw water projects and an update to DWU’s business risk exposure across its raw water facilities. Special services included programming and integration support for planned improvements, and additional raw water facility evaluations and engineering as requested.
This action will authorize Supplemental Agreement No. 3 to provide survey, geotechnical investigation, preliminary design, final design, and bidding phase services for raw water facility improvements at the Bachman Water Treatment Plant. Supplemental Agreement No 3 will also include services to provide a final design for Tawakoni Balancing Reservoir improvements and bidding phase services. Future supplemental agreements may be necessary to provide construction phase services for these improvements and to provide additional design, bidding, and construction services for critical repairs identified in the raw water implementation plan as well as other raw water improvements.
