Authorize the (1) acceptance of a grant from the U.S. Department of Treasury through the State of Texas Commission on State Emergency Communications (CSEC) for SB8 Coronavirus State Fiscal Recovery Fund (Grant No. 4549601, CFDA 21.027) in the amount of $4,925,000.00 to complete the City’s Next Generation 911 System for the period November 8, 2021 through December 31, 2024; (2) establishment of appropriations in an amount not to exceed $4,925,000.00 in the Texas 9-1-1 City of Dallas ESInet Transition Grant CSFRF Fund; (3) receipt and deposit of funds in an amount not to exceed $4,925,000.00 in the Texas 9-1-1 City of Dallas ESInet Transition Grant CSFRF Fund; and (4) execution of the grant agreement with the State of Texas CSEC and all terms, conditions, and documents required by the agreement - Not to exceed $4,925,000.00 - Financing: U.S. Department of Treasury Grant Funds

BACKGROUND
Authorized as part of the American Rescue Plan Act of 2021 (ARPA), including Coronavirus State and Local Fiscal Recovery Funds (CSFRF). ARPA appropriated $219 billion to States, territories, and Tribal governments to mitigate the fiscal effects stemming from the public health emergency with respect to the Coronavirus Disease and pandemic (COVID-19). This grant does not require a match.
In May 2021, the Texas Legislature passed House Bill 2911 (HB2911) amending Health and Safety Code Chapter 771 to establish September 1, 2025, as the target date for all parts of the state to be covered by Next Generation 911 service. HB 2911 also created the Next Generation 911 Fund (NG911 Fund) and authorized it to be funded with CSFRF under ARPA.
In November 2021, the Texas Legislature passed SB8 which appropriated $150 million CSFRF funds to the State’s NG911 Fund for the deployment and reliable operation of next generation 911 service, including equipment and administration costs.
Information and Technology Services will use the grant to complete and operate the City’s NG911 system. System deployment includes:
• Upgrading and maintaining hardware or software required to records calls
• Integration and testing of new modules and components
• Expanding network technology for processing and storing video and pictures
• GIS data conversion to the systems digital platform to provide first responders with more precise location information
• Training
The Office of Strategic Partnerships and Government Affairs will manage the grant funds to ensure that all funds are spent in accordance with requirements and that all reporting deadlines are met.
