A public hearing to receive comments to amend Ordinance No. 20860, “City of Dallas Thoroughfare Plan” to (1) Change the designation of Wheatland Road from the Dallas/Lancaster City Limit line to Lancaster Road from a four-lane undivided residential collector roadway within 60 feet of right-of-way and 40 feet of pavement (M-4-U) to a special four-lane undivided community collector roadway in 96 feet of right-of-way with a bicycle facility (SPCL 4U); and (2) Add Wheatland Road from University Hills Boulevard to the Dallas/Lancaster City Limit line as a special four-lane undivided community collector roadway in 96 feet of right-of-way with a bicycle facility (SPCL 4U).; and, at the close of the public hearing, authorize an ordinance implementing the change - Financing: No cost consideration to the City

BACKGROUND
The City of Dallas Department of Transportation and Public Works has requested amendments to the City of Dallas Thoroughfare Plan to change the designation of Wheatland Road between the Dallas/Lancaster City Limit line and Lancaster Road and to add Wheatland Road from University Hills Boulevard to the Dallas/Lancaster City Limit line. The section of Wheatland Road between Lancaster Road and the Dallas/Lancaster City Limit line is on the Thoroughfare Plan as a residential collector with the designation of a four-lane undivided roadway within 60 feet of right-of-way and 40 feet of pavement (M-4-U). The proposal is to change the designation of this section of Wheatland Road on the Thoroughfare Plan to a special four-lane undivided community collector roadway in 96 feet of right-of-way with a bicycle facility (SPCL 4U). Furthermore, the proposal is also to add Wheatland Road between University Hills Boulevard and the Dallas/Lancaster City Limit line to the Thoroughfare Plan as a special four-lane undivided community collector roadway in 96 feet of right-of-way with a bicycle facility (SPCL 4U).
Phase I of funding for the project was chosen for improvement under the 2006 Bond Program and Economic Development and Housing Development Program. It consists of a new four-lane undivided roadway with bicycle lanes, sidewalks with ADA ramps, drive approaches, curbs and gutters, streetlights, water and wastewater mains and storm drainage system.
Phase II of funding for the project was chosen for improvement under the 2017 Bond Program. The construction of this project is 80 percent funded by Federal Category 7 funds through the Transportation Improvement Program. It consists of a new four-lane undivided section of the roadway that will extend west from the Dallas/Lancaster City Limit to University Hills Boulevard.
The project will improve safety and comfort for bicyclists by providing a visually separated bicycle facility on both sides of the roadway. The bicycle lanes will provide connections to existing and planned residential and mixed-use developments in proximity to Wheatland Road.
Staff recommends approval to amend the City of Dallas Thoroughfare Plan to (1) Change the designation of Wheatland Road from the Dallas/Lancaster City Limit line to Lancaster Road from a four-lane undivided residential collector roadway within 60 feet of right-of-way and 40 feet of pavement (M-4-U) to a special four-lane undivided community collector roadway in 96 feet of right-of-way with a bicycle facility (SPCL 4U); and (2) Add Wheatland Road from University Hills Boulevard to the Dallas/Lancaster City Limit line as a special four-lane undivided community collector roadway in 96 feet of right-of-way with a bicycle facility (SPCL 4U).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On February 5, 2026, the City Plan Commission Thoroughfare Committee acted on this item and followed staff’s recommendation to approve the application.
On March 5, 2026, the City Plan Commission acted on this item and followed the City Plan Commission Thoroughfare Committee’s recommendation.
