SUBJECT
Title
Authorize (1) the acceptance of a grant from the Motor Vehicle Crime Prevention Authority (MVCPA) for the FY2026 Dallas Auto Theft Taskforce Grant (Grant No. 608-26-DPD0000) in the amount of $1,732,442.00 to provide a specialized proactive automobile theft program for the period September 1, 2025 through August 31, 2026; (2) the establishment of appropriations in an amount not to exceed $1,732,442.00 in the MVCPA FY26 Auto Theft Taskforce Grant Fund; (3) the receipt and deposit of funds in an amount not to exceed $1,732,442.00 in the MVCPA FY26 Auto Theft Taskforce Grant Fund; (4) a local cash match in the amount of $355,509.00; (5) an in-kind contribution in an approximate amount of $352,703.00; and (6) execution of the grant agreement with MVCPA and all terms, conditions, and documents required by the agreement - Total not to exceed $2,440,654.00 - Financing: MVCPA FY26 Auto Theft Taskforce Grant Fund ($1,732,442.00) and General Fund ($708,212.00) (subject to appropriations)

BACKGROUND
Approval of this item will allow the City to continue to fund a specialized, proactive investigative unit focused on the prevention of automobile theft. For the past 30 years, the City has been a beneficiary of the MVCPA Grant, receiving over $15 million in grant funds.
The group targets prolific auto theft offenders who profit from vehicles stolen each year in Dallas, including salvage yards, chop shops, wrecker services, car dealers, and large organized auto theft rings. Work done through this unit allows the Dallas Police Department to recover stolen vehicles and proactively combat auto theft, burglaries, and auto theft from fraud.
If accepted, this grant will fund one sergeant, five senior corporals, two uniformed police officer, one office assistant, and equipment. The required 20 percent cash match will be met by utilizing two senior corporals’ salaries assigned to the unit. In-kind contributions will come from the salaries of the two senior corporals assigned full-time to grant activities. This funding is already programmed into the departmental budget.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On August 25, 2021, the City Council authorized to apply for and accept, decline, modify, or cancel the grant application for the Motor Vehicle Crime Prevention Authority Grant Program and all other necessary documents to accept said grant, including execution of a grant agreement.; and execution of the grant agreement by Resolution No. 21-1391.
On September 22, 2021, the City Council authorized the acceptance of the Commercial Auto Theft Interdiction Squad/29 Grant from the MVCPA to provide specialized proactive automobile theft project for the period September 1, 2021 through August 31, 2022; local match; In-Kind Contribution; and execution of the grant agreement by Resolution No. 21-1583.
On September 14, 2022, the City Council authorized the acceptance of the Commercial Auto Theft Interdiction Squad/30 Grant from the MVCPA to provide specialized proactive automobile theft project for the period September 1, 2022 through August 31, 2023; local match; In-Kind Contribution; and execution of the grant agreement by Resolution No. 22-1373.
On September 27, 2023, the City Council authorized the acceptance of the Commercial Auto Theft Interdiction Squad/31 Grant from the MVCPA to provide specialized proactive automobile theft project for the period September 1, 2023 through August 31, 2024; local match; In-Kind Contribution; and execution of the grant agreement by Resolution No. 23-1355.
On October 8, 2024, the City Council authorized the acceptance of the FY2025 Dallas Auto Theft Taskforce Grant from the MVCPA to provide specialized proactive automobile theft project for the period September 1, 2024 through August 31, 2025; local match; In-Kind Contribution; and execution of the grant agreement by Resolution No. 24-1480.
The Public Safety Committee City Council was briefed by memorandum regarding this matter on September 19, 2025.
