Authorize a one-year service contract for installation of high efficiency lighting and lighting controls for the Department of Facilities and Real Estate Management - METCO Engineering, Inc., most advantageous proposer of two - Not to exceed $874,307.45 - Financing: DOE EECBG Program BIL 2021 Grant Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
This service contract will provide for installation of high efficiency lighting and lighting controls for the Department of Facilities and Real Estate Management. This agreement will provide turn-key services for the installation of fully functional light emitting diodes lighting and lighting controls at five City facilities. These services will allow for better energy efficiency at each location as well as support the City’s commitment to our Comprehensive Environmental and Climate Action Plan.
The five City facilities are:
• K.B. Polk Recreation Center, 6801 Roper Street, Dallas, Texas 75209
• Martin Weiss Recreation Center, 1111 Martindale Avenue, Dallas, Texas 75211
• Park in the Woods Recreation Center, 6801 Mountain Creek Pkwy, Dallas. Texas 75249
• Lakewood Branch Library, 6121 Worth Street, Dallas, Texas 75214
• Skyline Library, 6006 Everglade Road, Dallas, Texas 75227
A four-member committee from the following departments reviewed and evaluated the qualifications:
• Department of Facilities and Real Estate Management (1)
• Library (1)
• Office of Bond and Construction Management (1)
• Office of Procurement Services (1)*
*The Office of Procurement Services evaluated cost and local preference, if applicable.
The committee selected the successful respondent on the basis of demonstrated competence and qualifications under the following criteria:
• Costs of providing the entire scope of work 35 points
• Past involvement with similar projects 30 points
• Professional qualifications 20 points
• Proposed work plan 10 points
• Local Preference 5 points
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The calculated living wage during the solicitation process of this contract is $22.05; the selected vendor meets this requirement.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On May 27, 2020, the City Council authorized the adoption of the Comprehensive Environmental & Climate Action Plan (CECAP) by Resolution No. 20-0827.
On October 28, 2025, the Park, Trails, and the Environment Committee was briefed by the Department of Facilities and Real Estate Management on initiatives towards CECAP Goals 1 and 2.
