BACKGROUND

 

Authorize the Department of Aviation to upgrade the current Federal Aviation Administration (FAA) Emergency Communication Notification System by (1) purchasing the installation and implementation of a new emergency communication notification system; and (2) the purchase of a four-year extended Warranty Plan for the Department of Aviation.

 

The Federal Aviation Administration (FAA) requires airports to have mission-critical communication from Air Traffic Control Towers at Dallas Love Field (DAL) and Dallas Executive Airport (RBD). The current system has exceeded sixty 60 years in operation. The new system is key to reducing response/reaction times and providing fast communication between Dallas Fire-Rescue (DFR), Dallas Police Department (DPD), Homeland Security disaster response agencies, tenants and business partners. A new public address system is included in the event of emergencies for passenger instructions.

 

The Department of Aviation has identified the Kova Emergency Alert Notification Systems (KEANS) to provide the emergency response secure communication service required by the FAA. The system proposed for DAL and RBD includes redundancy and modular design, with the latest digital technology that is extremely flexible, functional, and built around standard operating procedures. The system can grow with our facility and will continue to provide expandable flexibility moving forward.

 

 

KOVA will provide design, labor, materials, implementation, testing, training, documentation, maintenance, and remote-based support for DAL and RBD staff. KOVA will also provide ongoing consultation with technical personnel to ensure the system operates at optimum levels within the customer environment. KOVA will install the equipment in assigned areas, including the newly constructed ARFF Station 21.

 

This action will authorize the Department of Aviation to upgrade the current Federal Aviation Administration FAA Emergency Communication Notification System by purchasing (1) purchasing the installation and implementation of a new emergency communication notification system; and (2) the purchase of a four-year extended Warranty Plan for the Department of Aviation.
