BACKGROUND

 

The City of Dallas is the owner and operator of the Dallas Levee System extending from the Elm and West Forks of the Trinity River through the main stem and terminating at Interstate Highway 20. This system is regulated by the U.S. Army Corps of Engineers (USACE). In addition to regulating the Dallas Levee System, the USACE and City have been cost participating in two separate federal projects to improve the public safety of the residents and businesses that are served by this system.

 

The Dallas Floodway Extension includes the floodway Great Trinity Forest (GTF) which is approximately 6,000 acres of land along the Trinity River. The GTF area is understood to be the largest bottomland urban hardwood forest channel in the United States. The DFE and the GTF provides flood risk management through the natural and built features, such as the Upper and Lower Chains of Wetlands, Central Wastewater Treatment Plant Levee, Rochester Levee, and the future Cadillac Heights and Lamar Levees. In May 2019, a resolution was authorized to reaffirm the protection of the GTF and upholding the multi-purposes of the GTF as outlined in local, state, and federally approved plans, including flood risk management, ecosystem restoration, and recreational enhancements.

 

This action will authorize a professional services contract with Lim & Associates, Inc. to provide land surveying services to produce metes and bounds descriptions and computer aided design & drafting files of the contiguous exterior boundary of the area designated the GTF. The survey also work includes boundary surveys, field notes and associated preparation of remaining property acquisitions for the remaining parcels associated with the Dallas Levee System to ensure the accuracy and acceptance of the parcels by the USACE.

The consulting firm for this project was selected following a special need/justification process in accordance with City of Dallas Administrative Directive 4-5 procurement guidelines.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On June 10, 2020, City Council authorized a professional services contract with Lim & Associates, Inc. to provide land surveying services for approximately 61 parcels identified by the U.S. Army Corps of Engineers for the Dallas Levee System by Resolution No. 20-0933.

 

On May 22, 2019, City Council authorized to reaffirm the protection of the Great Trinity Forest and upholding the multi-purposes of the Great Trinity Forest as outlined in local, state and federally approved plans by Resolution No. 19-0826.
