Body
BACKGROUND
Dallas Water Utilities (DWU) has identified the need for water transmission pipeline improvements through the Long-Range Water Supply Plan and the Water Distribution Master Plan. This action will continue the design for two critical water transmission improvements identified in these plans. Both pipelines are being delivered in phases based on funding availability and timing need for additional water capacity. AECOM, f/k/a TCB, Inc. has been the engineer assigned to these projects throughout the planning and development going back to 2007.
The first project is the Southwest Pipeline, a water transmission main to facilitate conveyance of treated water to the South and Southwest portions of Dallas and its customer cities. Installation of approximately 32 miles of 96-inch and 120-inch diameter water transmission pipeline is needed to meet demands associated with population growth as determined through master planning efforts. The overall pipeline is sized to meet future water demands and will be completed in multiple phases. This phase includes additional design and construction phase services for approximately 26,900 feet of 96-inch diameter pipeline from the Summit Ground Storage Tanks in Cedar Hill southeast to Wintergreen Road, then east along Wintergreen Road to Old Hickory Trail in DeSoto. The second project is the Elm Fork Pipeline, a water transmission pipeline that will extend from the Bachman Water Treatment Plant in Dallas to the Elm Fork Water Treatment Plant in Carrollton.
When completed, the pipeline will provide additional system capacity, redundancy, and resiliency. This action will provide engineering services for the final phase of the pipeline and includes additional design and procurement phase services for approximately 13,200 feet of 72-inch diameter pipeline along the Madill Railroad Corridor from West Crosby Road in the City of Carrollton south to Morgan Parkway in the City of Farmers Branch.
This Supplemental Agreement No. 5 continues to advance the goals for the phased design and construction of both pipelines. Engineering services will include additional support for property acquisition, geotechnical investigation, tunneling design, cathodic protection design, surge analysis, permitting, plan and specification development, and procurement and construction phase services. Additional supplemental agreements are anticipated in the future to complete additional phases of the 32-mile Southwest Pipeline.
