BACKGROUND
Dallas Water Utilities Department (DWU) provides water to approximately 2.6 million customers in the City of Dallas and neighboring communities. DWU operates three potable water treatment plants: Bachman, Elm Fork, and East Side Water Treatment Plants with a combined treatment capacity of 900 million gallons per day. DWU’s water delivery system consists of 22 pump stations, 21 storage tanks, 18 pressure planes, and over 5,000 miles of water distribution pipeline infrastructure. As part of DWU’s capital improvement program, critical infrastructure improvements are planned and budgeted to maintain reliable drinking water services to the City of Dallas and customer cities.
The Lake June Pump Station (PS) is located at 1031 Algonquin Drive in Dallas, Texas and is one of the largest and most critical pumping facilities in the DWU potable water distribution system. The 20-million-gallon reservoir receives and stores water from the East Side Water Treatment Plant. The pump station has a firm capacity of 360 million gallons per day and supplies water to central and east Dallas and is the only pump station and source of water for Alta Mesa Pump Station and the Cedardale Pressure Zone in South Dallas. The pump station was constructed in 1960 and the clearwell was rehabilitated in the 1980s. In 2021, DWU completed a comprehensive distribution system assessment which recommended the replacement of the Lake June PS as it has exceeded its useful life, poses unsafe working conditions for operations personnel, does not meet current regulatory requirements, and is critical to provide reliable fire protection and drinking water to the City of Dallas.
On June 28, 2023, the City Council authorized a professional services contract with Garver, LLC for engineering services associated with the Lake June Pump Station and Reservoir Replacement project including the design of a new PS, new ground storage tanks, and other related improvements. To meet DWU capital improvements budget requirements, the engineer designed the project to be constructed in two phases. This first phase, Package A, includes construction of two new ground storage tanks, valve replacements, transmission piping improvements, and demolition of the existing reservoir and ancillary facilities.
DWU evaluated delivery methods for the Lake June PS improvements and determined that a Competitive Sealed Proposals (CSP) approach would provide the best value to the City considering factors such as the contractor’s approach to the project and critical time-dependent work, contractor’s experience and past performance, qualifications of the proposed team, cost of the project, and overall project schedule. On May 14, 2025, DWU issued a request for sealed proposals to provide construction services for Package A of the Lake June PS improvements.
This action will authorize a construction services contract with Walsh Construction Company II, LLC d/b/a Archer Western to construct two new ground storage tanks, valve replacements, transmission piping, and demolition of the existing reservoir and ancillary facilities. Package A of the proposed improvements to Lake June PS, once constructed, will replace the existing clearwell that has exceeded its useful life, create safer working conditions for operations personnel, be compliant with regulatory requirements, and help DWU provide reliable fire protection and drinking water services to the City of Dallas.
Proposals received from the CSP procurement process were evaluated based on published criteria which include proposed contract price, schedule, contractor’s approach to the project, experience and past performance of the contractor, and experience and qualifications of key personnel. The proposals were evaluated and scored by a selection committee and Walsh Construction Company II, LLC d/b/a Archer Western was determined to be the best value proposer based on the rating criteria.
