Title

Authorize a construction services contract for the renovation of the East Side Water Treatment Plant Laboratory - Gadberry Construction Company, Inc., lowest responsible bidder of two - Not to exceed $10,265,928.00 - Financing: Water Construction Fund ($456,116.00), Water Capital Improvement F Fund ($2,088,812), and Water Capital Improvement G Fund ($7,721,000.00)

Body

BACKGROUND

The East Side Water Treatment Plant (ESWTP) has a current treatment capacity of 440 million gallons per day and is the largest of three water treatment plants serving customers of the City of Dallas. The plant was originally constructed in 1962 with a capacity of 100 million gallons per day, which included the laboratory located on the second floor of the administration building. Since that time only minor renovations and reconfigurations of the administration building have occurred, and the laboratory footprint has remained much the same as when it was originally constructed.

The current laboratory space is approximately 1,400 square feet and houses all laboratory supplies, chemicals, and equipment. It accommodates fifteen individual laboratory instruments, ten lab employees, and processes on average 3,350,000 samples per month. The analysis includes plant compliance, process control, and special project samples for the Water Quality division. This laboratory is also responsible for analyzing distribution system samples to maintain the Revised Total Coliform Rule compliance for the entire City of Dallas. There is no counter space left to add additional instrumentation needed to keep pace with increasing demands on laboratory capabilities. Such demands are driven by more complex treatment processes, and new monitoring and regulatory requirements.

This action will authorize a construction services contract with Gadberry Construction Company, Inc. to complete the ESWTP laboratory renovation. The scope of work includes a complete renovation of existing laboratory facilities (second floor), buildout of the ground level below the laboratory to provide more space for the additional equipment, renovation of adjacent men's and women's restrooms to provide Americans with Disabilities Act (ADA) and Texas Accessibility Standard (TAS) compliance, and handicap accessible control updates for the elevator.
