Title
Authorize a professional engineering services contract with Gresham Smith, most highly qualified proposer of five, to develop preliminary engineering (design schematic, right-of-way, environmental documents, and public involvement), plans, specifications, and estimates for the construction of new sidewalks, crosswalks, Americans with Disabilities Act ramps, curb extensions, pedestrian lighting, and upgrades to traffic signals along Pine Street from South Central Expressway/U.S. 175 to Malcolm X Boulevard and along Elsie Faye Heggins Street from South Central Expressway/U.S. 175 to 2nd Avenue in the city of Dallas for CSJ 0918-47-372 - Not to exceed $330,212.00 - Financing: Pine Street & Malcolm X Boulevard Bicycle and Pedestrian Improvements - CMAQ Grant Fund ($116,400.00) and General Fund ($213,812.00)

BACKGROUND
In May 2023, the City of Dallas entered into an Advance Funding Agreement with the Texas Department of Transportation (TxDOT) to accept federal funding from the Congestion Mitigation and Air Quality Improvement Program in the amount of $720,000.00 to complete the Project, with the City of Dallas leading implementation of the environmental assessment, engineering, and construction.
On November 15, 2023, the City of Dallas issued a Request for Qualifications CIZ23-TRN-3051 “Pedestrian Improvements to Pine Street from U.S. 175 to 2nd Avenue Professional Engineering Services (CSJ 0918-47-372)” and received five proposals.
A five-member selection committee consisting of staff from the Department of Transportation, Department of Public Works, and Business Enterprise Hub reviewed and evaluated the proposals. Gresham Smith was selected by the committee as the most highly qualified proposer to provide professional engineering services for the Project.
If approved, this action will authorize a professional engineering services contract with Gresham Smith to develop preliminary engineering (design schematic, right-of-way, environmental documents, and public involvement), plans, specifications, and estimates, for the construction of new sidewalks, crosswalks, Americans with Disabilities Act ramps, curb extensions, pedestrian lighting, and upgrades to traffic signals along Pine Street from South Central Expressway/U.S. 175 to Malcolm X Boulevard and along Elsie Faye Heggins Street from South Central Expressway/U.S. 175 to 2nd Avenue in the city of Dallas for CSJ 0918-47-372 (“Project”).

On May 10, 2023, the City Council authorized an Advance Funding Agreement with TxDOT to accept federal funding from the Congestion Mitigation and Air Quality Improvement Program (Agreement No. CSJ 0918-47-372, CFDA No. 20.205) in the amount of $720,000.00 as Federal share in the total project cost of $941,293.00, which includes $698,400.00 in Federal reimbursement, $21,600.00 as Federal participation for direct state costs, $41,293.00 as State participation for indirect state cost, and $180,000.00 ($174,600.00 for environmental assessment, engineering, and construction costs and $5,400.00 for direct state costs paid to TxDOT prior to construction) as local participation for cost related to the construction of sidewalks, crosswalks, and signal improvements along Pine Street from U.S. 175 to Malcolm X Boulevard and along Elsie Faye Heggins Street (Previously Hatcher Road) from U.S. 175 to 2nd Avenue in the city of Dallas by Resolution No. 23-0619.
