Title
Authorize an Advance Funding Agreement with the Texas Department of Transportation (TxDOT) in the estimated amount of $3,707,223.51 for a U.S. Department of Transportation - Federal Highway Administration 2021 Highway Safety Improvement Program grant (Agreement No. CSJ 0918-47-403, etc., Assistance Listing No. 20.205) in the amount of $2,974,286.00 as Federal participation, $582,355.85 ($282,355.85 for direct state costs paid to TxDOT and an estimated $300,000.00 for design) as local participation, and $151,571.66 as State participation for indirect state costs to construct traffic signal improvements at the following six locations: Eastridge Drive at Skillman Street (0918-47-403), Forest Lane at Josey Lane (0918-47-404), Frankford Road at Vail Street (0918-47-405), Cedar Springs Road at Manor Way (0918-47-406), Greenville Avenue at Markville Drive (0918-47-408), and Hillcrest Road at Royal Lane (0918-47-411) - Total amount of $282,355.85 - Financing: Coronavirus State and Local Fiscal Recovery Fund

BACKGROUND
The City of Dallas was awarded a grant of $10.9 million from the 2021 Highway Safety Improvement Program administered by TxDOT to upgrade 21 high accident intersections. Upgrades will include removal of existing traffic signals and replacing them with new traffic signals; pedestrian and Americans with Disabilities Act related improvements; and other related construction.
The City is responsible for design of the traffic signals with an estimated cost burden of $300,000.00 and is responsible for 100% of direct state costs to be paid to TxDOT in the amount of $282,355.85. TxDOT is responsible for bidding the construction package, administration of 100% of the federal funds for construction in an estimated amount of $2,974,286.00, and indirect state costs in an estimated amount of $151,571.66. The total estimated project cost is $3,707,223.51.

This action will authorize local participation in the amount of $282,355.85 to be disbursed to TxDOT.
Any change orders or overruns are the responsibility of the City of Dallas.
Construction of the traffic signals is scheduled to begin in FY 2024.

On June 23, 2021, the City Council authorized the acceptance of grant funds from the U.S. Department of Treasury for the Coronavirus State and Local Fiscal Recovery Fund to provide relief during the ongoing COVID-19 pandemic by Resolution No. 21-1149.
On September 22, 2021, the City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2021-22 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the American Rescue Plan Act funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Funds by Resolution No. 21-1590.
On September 28, 2022, the City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2022-23 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the American Rescue Plan Act funds from the U.S. Department of Treasury for the Coronavirus State and Local Fiscal Recovery Fund by Resolution No. 22-1480.
