BACKGROUND

 

The Dallas Water Utilities Department (DWU) provides treated drinking water and fire protection to approximately 2.65 million people through an extensive water delivery system. DWU’s water distribution infrastructure includes numerous potable water pump stations and pumps, water storage tanks, pressure reducing valves, and more than 5,000 miles of transmission and distribution mains. As these facilities age and system demands increase, DWU must continue to plan, prioritize, and implement strategic major maintenance improvements to ensure reliability, regulatory compliance, and operational efficiency across the water delivery network. 

 

This action will authorize a professional services contract with Kimley-Horn and Associates, Inc. to provide engineering services associated with the assessment and preliminary design of improvements for the Sorcey Pump Station and major maintenance improvements at 22 additional water distribution facilities. The engineer will prepare a 30 percent preliminary design assessment for high-priority major maintenance improvements across these facilities, including Sorcey Pump Station, 19 additional pump stations, and three elevated storage tanks. The project will document existing conditions, evaluate facility needs, develop preliminary design concepts and cost estimates, and produce a ranked list of construction projects aligned with DWU’s operational goals, long-term planning, and budget constraints. Detailed engineering design, bidding, and construction phase services will be authorized under a future supplemental agreement after completion of the assessment and preliminary design.

 

Completion of this assessment and preliminary design effort will provide DWU with a clear data-driven plan for near-term major maintenance investments that enhance system reliability, improve operability, and reduce life-cycle risks across critical distribution facilities.
