Title
An ordinance amending Ordinance No. 32861, previously approved on September 18, 2024, as amended by Ordinance No. 32925 previously approved on December 11, 2024, authorizing (1) certain transfers and appropriation adjustments for FY 2024-25 for the maintenance and operation of various departments, and activities; and (2) the City Manager to implement those adjustments - Not to exceed $3,867,441,142 3,866,941,142 - Financing: General Fund ($1,903,410,750), Enterprise Funds, Internal Service, and Other Funds ($1,766,760,252), and Grants, Trust, and Other Funds ($197,270,140 196,770,140)

BACKGROUND
On September 18, 2024, the City Council adopted the Operating, Grants/Trust, and Capital Budgets for FY 2024-25, by Ordinance No. 32861 and Resolution No. 24-1347.
As part of City Council’s approval of the FY 2024-25 General Fund Budget, an amendment set aside $462,416 for the Bullington Truck and Pedestrian Terminal (including Thanks-Giving Square) within the Non-Departmental appropriation pending City Council’s approval to restore this amount to the department of Facilities and Real Estate Management prior to mid-year.
Both the Government Performance and Financial Management Committee and City Council have received information about this facility and the corresponding contractual agreements on multiple occasions since the start of the fiscal year.
Staff recommends restoring $462,416 back to the department of Facilities and Real Estate Management for the continuation of operation and maintenance as well as the annual payment to the Thanks-Giving Foundation.
Additionally, the City Council approved Racial Equity Funding (Resolution No. 22-1424) on September 28, 2022, in the amount of $20 million for implementation of Racial Equity Plan Big Audacious Goals. This action reallocates $500,000 from Joppa Infrastructure to a Senior/Minor Home Repair Program. This reallocation was recommended by staff in March 2023. The Joppa Infrastructure project was authorized by City Council on September 27, 2023 (Resolution No. 23-1326) and is substantially complete. This action facilitates the requested action and is a net zero transfer.
Lastly, the City of Dallas received $355.4 million in State & Local Fiscal Recovery Funds from the American Rescue Plan Act (ARPA) of 2021 that was signed into law on March 11, 2021. The City of Dallas established the initial spending framework in September 2021. In February 2024, the City established the ARPA Redevelopment Fund, a multi-year fund created with General Fund budget capacity, and the City Council approved additional reallocations and reprogramming in May 2023, February 2024, May 2024, and September 2024.
Needs and priorities continue to change, and the City Manager recommends a new Spending Framework to ensure timely expenditure of funds. The Proposed Spending framework will be based on:
• Revenue Stabilization
• Public Safety Hiring / Retention
• Infrastructure Investment / Maintenance
• Unmet Needs
This action reflects a reallocation of $7,617,192 funds to the Dallas Police Department for Public Safety Hiring / Retention, and minor adjustments between departments to ensure timely expenditure of funds. See Attachment A for detail.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 18, 2024, the City Council adopted the Operating, Grants/Trust, and Capital Budgets for FY 2024-25, by Ordinance No.32861 and Resolution No. 24-1347.
On December 11, 2024, the City Council amended Ordinance No. 32861 as amended by Ordinance No. 32925, previously approved on September 18, 2024, to authorize appropriation adjustments to the FY 2024-25 Operating, Grants/Trust, and Capital Budgets by Ordinance No. 32925 and Resolution No. 24-1735.
On February 5, 2025, the City Council was briefed on the Financial Status of Federal Grants and the proposed reallocation of the ARPA Redevelopment Funds to support the Public Safety hiring and retention initiatives.
