Title
Authorize (1) the acceptance of two annual grants from the U.S. Department of Homeland Security, Federal Emergency Management Agency (FEMA) for the Cooperating Technical Partners (CTP) Program (Grant No. EMT-2021-CA-00038-S01 and EMT-2021-CA-00039-S01, CFDA No. 97.045), in the amount of $347,784.00 for the period October 1, 2021 through September 30, 2024; (2) the establishment of appropriations in an amount not to exceed $173,892.00 in the White Rock Creek FEMA CTP-FY21 Fund, and in an amount not to exceed $173,892.00 in the Daniels Creek FEMA CTP-FY21 Fund; (3) the receipt and deposit of funds in an amount not to exceed $173,892.00 in the White Rock Creek FEMA CTP-FY21 Fund, and in an amount not to exceed $173,892.00 in the Daniels Creek FEMA CTP-FY21 Fund; (4) a professional services contract with Halff Associates, Inc., for updating certain flood studies in accordance with the CTP Agreement with FEMA for FY 2021-22, in an amount not to exceed $463,712.00; and (5) execution of the CTP Agreement with FEMA for Fiscal Year 2021-22 to provide a 75.00 percent cost share for updating certain flood studies in the City of Dallas and all terms, conditions, and documents required by the agreement - Total not to exceed $463,712.00 - Financing: Stormwater Drainage Management Capital Construction Fund ($115,928.00) and FEMA Cooperating Technical Partners Program Grant Funds ($347,784.00)

BACKGROUND
The Cooperating Technical Partners (CTP) Program is the Federal Emergency Management Agency’s (FEMA) approach to creating partnerships between FEMA and participating National Flood Insurance Program communities to improve the flood hazard mapping program. In this program FEMA provides a grant for up to 75 percent of the cost of the project while the participating city is responsible for the remainder. In 2010, the City of Dallas submitted an initial application for the CTP Program, which included a multi-year plan to update several outdated flood studies for multiple streams. The application was subsequently approved by FEMA. The original multi-year plan has been amended and extended in order to update the remaining streams in Dallas.
The FY 2021-22 plan includes detailed studies of White Rock Creek, and Daniels Creek and Unnamed Elm Fork of Trinity River tributaries. The total cost of these projects is $463,712.00, of which FEMA is reimbursing $347,784.00 to the City through its grant program, and the City is ultimately responsible for $115,928.00.
