Title
Authorize a one-year subrecipient agreement with Lone Star Justice Alliance in an amount not to exceed $300,000.00, with a one-year renewal option in an amount not to exceed $300,000.00, to administer the Youth Safety - Violence Interrupters Program on behalf of the Office of Housing and Community Empowerment - Not to exceed $3600,000.00 - Financing: FY 2025-26 Community Development Block Grant Funds (subject to annual appropriations)

BACKGROUND
Violence Intervention programming was identified as an area for investment under the Mayor’s Task Force on Safe Communities and the City Manager’s R.E.A.L. Change Plan. The Office of Housing and Community Empowerment (OHCE) currently administers two contracts that support these initiatives. Youth Guidance Inc., is contracted to provide a year-round curriculum with a focus on summer enrichment programming to youth following the “Becoming a Man & Working on Womanhood (BAM/WOW)” curriculum. Urban Specialists Inc. is also contracted to disrupt trends of violence and poverty by connecting families and victims to resources and deploying credible messengers and anchor changemakers to impact target areas and families.
OHCE will continue to support these City initiatives through the Youth Safety - Violence Interrupters Program (YS Program). The YS Program will provide safety initiatives that target youth and their families in communities identified as high risk for violent crime. The YS Program will be administered through a subrecipient that will work with and make subawards to community-based providers to implement programing.
On February 6, 2026, OHCE opened solicitation number/title HCE-2026-00029798 CDBG Youth Safety - Violence Interrupters Program. Although not competitive solicitation, as part of the Notice of Funding Availability (NOFA), the OHCE used the procurement system to send out notifications to vendors registered under relevant commodity codes.
A four-member committee from the following departments reviewed and evaluated the qualifications:
• Office of Housing and Community Empowerment (2)
• Budget Management Services (1)
• Office of Emergency Management & Crisis Response (1)
The committee selected the successful respondents on the basis of demonstrated competence and qualifications under the following criteria:
• Organizational Capacity Evaluation 30 points
• Programming Work 30 points
• Cost and budget 20 points
• Evaluation plan 20 points

Based on the evaluation, Lone Star Justice Alliance was selected as the subrecipient to administer the YS Program.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On August 6, 2025, the City Council authorized final adoption of the FY 2025-26 HUD Consolidated Plan Budget for Housing Urban Development (HUD) U.S. Department of Housing and Urban Development Consolidated Plan Budget Grant Funds in a total estimated amount of $29,886,873.00 with $12,944,689.00 for Community Development Block Grant Funds (CDBG) by Resolution No. 25-1185.
On May 13, 2026, the City Council authorized preliminary adoption of the FY 2026-27 U.S. Department of Housing and Urban Development Consolidated Plan Budget in a total estimated amount of $30,460,979.00 with $12,958,917.00 for Community Development Block Grant Funds (CDBG) by Resolution No. 26-0818.
