Authorize Supplemental Agreement No. 2 to the professional services contract with Bridgefarmer & Associates, Inc. to provide additional engineering services on East Clarendon Drive from South Ewing Avenue to Upton Street and on South Ewing Avenue from Interstate Highway 35E to East Clarendon Drive - Not to exceed $231,980.00, from $1,228,581.20 to $1,460,561.20 - Financing: Street and Transportation (A) Fund (2017 General Obligation Bond Fund)

BACKGROUND
On April 10, 2019, City Council authorized a professional services contract with Bridgefarmer & Associates Inc., for the engineering design of paving, street widening, bicycle facilities, storm drainage, and water and wastewater improvements for the Thoroughfare Improvement Project, South Ewing Avenue from Interstate Highway (IH) 35E to East Clarendon Drive by Resolution No. 19-0493.
During the design of the South Ewing Avenue Project, a drainage study and analysis was performed to determine the necessary drainage improvements near the intersection of South Ewing Avenue and East Clarendon Drive. The study concluded that the intersection was below the Cedar Creek 100-year flood elevation. The engineer will design a new bridge or culvert over Cedar Creek crossing South Ewing Avenue and East Clarendon Drive to raise the roadways and the intersection above the 100-year flood elevation. Consequently, it was necessary to include the East Clarendon Drive Project as part of the project design. In addition, due to the drainage improvements to Cedar Creek, it is necessary to provide environmental engineering services.
On May 13, 2020, City Council authorized Supplemental Agreement No. 1 to the professional services contract with Bridgefarmer & Associates, Inc. to provide additional engineering design services for paving, drainage, curb and gutter, sidewalks, and water and wastewater improvements on East Clarendon Drive from South Ewing Avenue to Upton Street and to provide additional environmental engineering services for South Ewing Avenue from IH-35E to East Clarendon Drive by Resolution No. 20-0717.
This action will authorize Supplemental Agreement No. 2 to the professional services contract with Bridgefarmer & Associates, Inc. to provide additional engineering design services for paving, drainage, curb and gutter, and sidewalks on East Clarendon Drive from South Ewing Avenue to Upton Street and to provide additional environmental engineering services for South Ewing Avenue from IH-35E to East Clarendon Drive.

On April 10, 2019, City Council authorized a professional services contract with Bridgefarmer & Associates, Inc. on April 10, 2019, by Resolution No. 19-0493.
On November 7, 2019, the City Plan Commission voted to recommend approval of an amendment to the Dallas Thoroughfare Plan to change the dimensional classification of South Ewing Avenue from East Clarendon Drive to IH-35 from a two-lane undivided roadway (S2-U) in 56 feet of right-of-way to a special four-lane undivided roadway (SPCL 4U) in 84 feet of right-of-way with a two-way bicycle facility on the west side of the roadway.
On December 11, 2019, Councilmember Arnold deferred a public hearing to receive comments to amend the City of Dallas Thoroughfare Plan to change the dimensional classification of South Ewing Avenue from East Clarendon Drive to IH-35E from a two-lane undivided roadway (S-2-U) in 56 feet of right-of-way to a special four-lane undivided roadway (SPCL 4U) in 84 feet of right-of-way with a two-way bicycle facility on the west side of the roadway by Resolution No. 19-1953.
On May 13, 2020, City Council authorized Supplemental Agreement No. 1 to the professional services contract with Bridgefarmer & Associates, Inc. to provide engineering design services for paving, drainage, curb and gutter, sidewalks, and water and wastewater improvements on East Clarendon Drive from South Ewing Avenue to Upton Street and to provide additional environmental engineering services for South Ewing Avenue from IH-35E to East Clarendon Drive by Resolution No. 20-0717.
On February 26, 2020, City Council adopted an ordinance amending to the City of Dallas Thoroughfare Plan changing the dimensional classification of South Ewing Avenue from East Clarendon Drive to IH-35E from a two-lane undivided roadway (S-2-U) in 56 feet of right-of-way to a special four-lane undivided roadway (SPCL 4U) in 84 feet of right-of-way with a two-way bicycle facility on the west side of the roadway by Resolution No. 20-0396 and Ordinance No. 331472.
