BACKGROUND

 

On January 23, 2008, the City Council authorized a professional services contract with Civil Associates, Inc. for the design of thoroughfare projects on the Central Business District (CBD) Fair Park Link from Hall Street to Interstate Highway 30 (IH 30), by Resolution No. 08-0324.

 

The original project scope includeds design of 1,425 linear feet, four 11-feet wide lanes divided with 15-feet wide median; 10-inch-thick reinforced concrete pavement; storm drainage; 6-feet wide sidewalks; 5-feet wide bike lanes; water and wastewater main improvements; streetscape improvements including landscaping and irrigation; Elm Street intersection improvement at the Dallas Area Rapid Transit (DART) rail; modification of the existing DART crossing gate arms and flashers at the Elm Street/Exposition Avenue intersection; and traffic signal and Light Emitting Diode pedestrian lighting.

 

On January 1, 2023, Civil Associates, Inc. merged with and into Bartlett & West, Inc. Also, Bartlett & West, Inc. assumed all terms and conditions of contractual agreements with Civil Associates, Inc.

 

On August 9, 2023, Administrative Action 23-6062 authorized a consent to assignment and assumption of services Civil Associates, Inc. to Bartlett & West, Inc. for the professional services contract for CBD Fair Park Link from Hall Street to IH 30.

 

During construction of the CBD Fair Park Link Project, a request was received from DART to complete a Preliminary Hazard Assessment (PHA) for the Elm Street at-grade railroad crossing before modifications can be made to this crossing.

 

Also, DART requested for a Systems Operation Basis of Design report to explain how the design for the at-grade crossing modification will operate and integrate into other supporting system elements, such as the traffic signal interfaces, to ensure safety of the public and to mitigate any hazards arising from the construction of the CBD Fair Park Link Project.

 

The report recommended to revise the Elm Street at-grade crossing design to accommodate the additional gates identified in the PHA and Basis of Design Report. Additionally, it is necessary to develop plans for the conversion of Elm Street from a one-way to a two-way traffic configuration for future use.

 

This action will authorize Supplemental Agreement No. 7 to the professional services contract with Bartlett & West, Inc. to provide additional engineering design services for CBD Fair Park Link from Hall Street to IH 30.

 

Bartlett & West, Inc. is a Kansas Dallas-based corporation operating within the corporate city limits of Dallas, Texas.

 

If this action is delayed or deferred, the construction schedule could be delayed. Field conditions may also change, which will require modifications to the engineering design plans, requiring additional funding and time to address.

On May 8, 2019, the City Council authorized Supplemental Agreement No. 5, to the professional services contract with Civil Associates, Inc. for additional engineering design of street lighting, plan revisions to incorporate recent adjacent private development, and necessary design modifications associated with the right-of-way acquisition needed for the Central Business District Fair Park Link from Hall Street to IH 30, by Resolution No. 19-0686.
