Authorize an increase to the construction services contract with Douglas Daily Construction, LLC., for the emergency replacement of a 33-inch diameter sanitary sewer pipeline near 7915 Greenville Avenue - Not to exceed $786,505.00, from $15,084,425.00 to $15,870,930.00 - Financing: Wastewater Capital Improvement F Fund

Body

BACKGROUND

Dallas Water Utilities (DWU) owns and operates a 33-inch diameter sanitary sewer pipeline at the Royal Oaks Golf Course near 7915 Greenville Avenue just west of White Rock Creek. The existing concrete sewer was built in 1953 and structurally failed, forming a sink hole at this location. DWU investigated the condition of the 33-inch interceptor from manhole to manhole and found the reinforced concrete pipe broken and the cured in place pipe lining collapsed. The structural damage and collapse of the pipeline caused a Sanitary Sewer Overflow (SSO) and sink hole at the Royal Oaks Golf Course. To alleviate impacts to the golf course, and to avoid the risk of another SSO occurrence, it was necessary to replace the failed pipeline immediately using a trenchless pipe bursting method.

Due to the extent and specialized nature of the pipe bursting replacement, extremely poor condition of the pipeline, size/depth of the pipeline, and site constraints, the resources of a private construction company was necessary. DWU approached Douglas Dailey Construction, LLC (Douglas Dailey), who has extensive experience and expertise with pipe bursting for a cost proposal to complete the work. Douglas Dailey submitted a proposal that was reviewed by DWU and found to be a reasonable cost for the significance and difficulty of the work to be performed. Given the failure of the existing pipeline, impacts to the operations of the Royal Oaks Golf Course and threat of another SSO occurrence, DWU immediately moved forward with the work utilizing the services of Douglas Dailey.

This action will authorize Change Order No. 3 to the construction services contract with Douglas Daily Construction, LLC., for the emergency replacement of the 33-inch diameter sanitary sewer pipeline near 7915 Greenville Avenue in an amount not to exceed $786,505.00.
