Title
Authorize a seven-month contract for front line outreach services for persons experiencing homelessness in encampments in furtherance of the City of Dallas’ Real Time Rehousing Project - Housing Forward, sole source - Not to exceed $676,455.00 - Financing: General Fund (subject to annual appropriations)

BACKGROUND
Street outreach services through the Real Time Rehousing Project (RTR Project), formerly the Dallas Real Time Rapid Rehousing (DRTRR) enhances the capacity and aligns with the City of Dallas’ strategy to reduce encampments and unsheltered homelessness. Street outreach staff are essential to the encampment decommissioning and re-housing process, and are responsible for delivering the following services: (1) engagement with people experiencing unsheltered homelessness, (2) conducting coordinated access system assessments, (3) service coordination and connection to community-based resources, (4) housing navigation to support people on a pathway to permanent housing, and (5) data entry and reporting to monitor performance.
On January 24, 2024, the City Council authorized a twenty-month contract with Housing Forward as a sole source, for outreach services enhancing the efforts of the Real Time Rehousing Project formerly Dallas Real Time Rapid Rehousing (DRTRR) by Resolution No. 24-0180.
On September 17, 2025, the contract term was extended until March 31, 2026, an additional six months, through the Office of Procurement Services by Extension Request Letter 25-1148.
On March 31, 2026, Administration Action No. 26-5524 authorized Supplemental Agreement No. 1 that extended the contract term until May 31, 2026, and added additional funds in the amount of $220,000.00.

The Continuum of Care Board (CoC), recognized Housing Forward (formerly Metro Dallas Homeless Alliance), a 501(c)3 nonprofit organization, as the lead agency to operate the CoC and support year-round planning activities. As the lead agency designated by the CoC, Housing Forward is also the lead agency for RTR Project. This project has been in operation since 2021 and has been instrumental in addressing homelessness in the city of Dallas.
