Title
An ordinance amending Chapter 2, “Administration,” of the Dallas City Code by amending Sections 2-43, 2-44, 2-139.1, 2-139.2, and 2-142; (1) changing the name of Department of Facilities and Real Estate Management to Department of Facilities Management; (2) creating the Office of Real Estate; (3) transferring real estate duties from the Department of Facilities and Real Estate Management to the Office of Real Estate; (4) making the Office of Housing and Community Empowerment a division of the City Manager’s Office; (5) providing a penalty not to exceed $500; (6) providing a saving clause; (7) providing a severability clause; (8) and providing an effective date - Financing: No Cost Consideration to the City

BACKGROUND
The FY 2026-27 recommended budget transfers the Real Estate function from Facilities & Real Estate Management and establishes the Office of Real Estate Management as part of a broader effort to strengthen how the City manages its real estate portfolio.
The new Office of Real Estate will centralize oversight of the City’s real estate activities, including property acquisitions and dispositions, leases, portfolio management, due diligence, and development of a Citywide Real Estate Master Plan. Departments will continue to identify their property needs, while the Office of Real Estate will manage transaction strategy and coordinate financial, legal, operational, and risk reviews. The restructuring strengthens oversight of City real estate transactions.
The Office of Government Affairs will be consolidated into the City Manager’s Office to provide more direct coordination of the City’s intergovernmental and legislative activities. Several organizational functions will be realigned to improve service delivery, strengthen oversight, and better align responsibilities with the appropriate departments.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
The City Council was briefed on the “City Manager’s Recommended Biennial Budget for FY 2026-27 and FY 2027-28” on August 11, 2026.
On September 2, 2026, the City Council discussed budget amendments and passed a budget ordinance on the first reading by Resolution No. 26-1372.
