BACKGROUND

 

The Prairie Creek Bridge over Union Pacific Railroad (UPRR) Tracks is an intergovernmental partnership project between the City of Dallas and the Texas Department of Transportation to provide a grade separation on Prairie Creek Road from north of Military Parkway to north of Forney Road. Once the new grade separation is in place, the existing at-grade railroad crossing on Prairie Creek Road will be permanently closed. The City of Dallas is the lead agency to administer the design, right-of-way acquisition, utility relocation, and construction of the project.

 

On June 24, 2020, the City Council authorized a professional services contract with Bridgefarmer and Associates, Inc. to provide engineering design services for Prairie Creek Road from north of Military Parkway to north of Forney Road (also known as Prairie Creek Bridge over Union pacific Railroad Tracks) for a new bridge with sidewalks and bicycle facilities by Resolution No. 20-0975.

 

 

 

 

 

 

 

 

During design it was determined that several changes were needed to reduce the future cost of construction. The schematic design and bridge layout will be revised to reduce the cost of the project. UPRR has also requested additional items including survey, track layouts, type selection reports, and access roads. UPRR is providing 5 percent of the construction cost for the grade separation of Prairie Creek Road. UPRR has requested the closure of the at-grade crossing of Sam Houston Road and the UPRR tracks as a condition of support and funding participation. Finally, additional traffic data is needed for the intersections of Prairie Creek Road and Forney Road and Prairie Creek Road and Military Parkway.

 

This project is needed to reduce traffic congestion and improve safety at the intersection of Prairie Creek Road and the UPRR tracks.

 

This action will authorize Supplemental Agreement No. 1 to the professional services contract with Bridgefarmer & Associates, Inc. to provide additional engineering design services, traffic data collection, and project management for Prairie Creek Road from north of Military Parkway to north of Forney Road (also known as Prairie Creek Bridge over Union Pacific Railroad Tracks).

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On March 28, 2018, the City Council authorized a Memorandum of Understanding with the North Central Texas Council of Governments Regional Transportation Council regarding the use of the Congestion Mitigation Air Quality and Surface Transportation Block Grant funding for North Prairie Creek Road/Mesquite Yard Separation by Resolution No. 18-0440.

On June 26, 2019, the City Council authorized a Local Project Advance Funding Agreement with the Texas Department of Transportation for the design of a new bridge over the existing Union Pacific Railroad Tracks on Prairie Creek Road from North of Military Parkway to North of Forney Road by Resolution No. 19-0982.

On June 24, 2020, the City Council authorized a professional services contract with Bridgefarmer and Associates, Inc. to provide engineering design services for Prairie Creek Road from north of Military Parkway to north of Forney Road (also known as Prairie Creek Bridge over Union pacific Railroad Tracks) for a new bridge with sidewalks and bicycle facilities by Resolution No. 20-0975.
