BACKGROUND

 

This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.

 

This Supplemental Agreement will provide for the continued purchase of licenses, implementation, maintenance, and support of the building permitting and land management solution for the Department of Planning and Development.  This solution will continue to automate current manual functions by streamlining end-to-end processes.  The outcomes of this project include:

 

                     A robust workflow engine, with capabilities for workflow automation and customization, tools for enforcing data and business rules, a flexible tool set to quickly respond to future ordinance changes and business process changes

 

                     Enhanced and less complex reporting capabilities to provide data for management decision making

 

                     Decreased complexity and maintenance burdens through the use of best practices and industry standards

 

                     Broader range of public access and improved offerings for mobile devices to enable application submission, process/status visibility, and fee payment.

 

 

 

 

 

On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141.  This contract renewal option includes the living wage of $17.82.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On February 22, 2023, the City Council authorized a five-year service contract for the purchase of initial licenses, and implementation, maintenance, and support of a building permitting and land management solution for the Department of Development Services with Accela, Inc. by Resolution No. 23-0317.
