Authorize the (1) acceptance of a grant from the Environmental Protection Agency through the North Central Texas Council of Governments for an award through the “Clean Fleets North Texas 2020 Call for Projects” (Project No. TRN6741, CFDA No. 66.039, Federal Award ID No. 01F56701) to purchase replacement vehicles and equipment to reduce nitrogen oxides emissions in the amount of $385,704.00 for the period November 11, 2021 through February 26, 2023; (2) receipt and deposit of grant funds in an amount not to exceed $385,704.00 in the Clean Fleets North Texas 2020 Fund; (3) establishment of appropriations in an amount not to exceed $385,704.00 in the Clean Fleets North Texas 2020 Fund; (4) a required local match in the amount of $767,148.00 from Equipment Acquisition Notes Fund; and (5) execution of the grant agreement and all terms, conditions, and documents required by the grant agreement - Not to exceed $1,152,852.00 - Financing: North Central Texas Council of Governments Grant Funds ($385,704.00) and Equipment Acquisition Notes Fund ($767,148.00)

BACKGROUND
In April 2021, the Department of Equipment and Fleet Management applied for funding under the Clean Fleets North Texas 2020 Call for Projects from the North Central Texas Council of Governments. This $385,704.00 grant award represents partial funding for 6 replacement vehicles for the City of Dallas that will be assigned to Public Works. These six include six projects/activities for (6) 10/12 cubic yard dump trucks. Each award funds approximately 35% of the cost of a replacement vehicle or equipment. The remaining funds are matched through the Equipment Acquisition Notes Fund.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On February 12, 2020, City Council authorized the preparation of plans and the payment of potential future costs and expenses for the issuances of General Obligation Refunding and Improvement Bonds, Series 2020, Certificates of Obligation, Series 2020, and Equipment Notes, Series 2020, by Resolution No. 20-0257.
On February 12, 2020, City Council authorized the publication of Notice of Intention to Issue Certificates of Obligation; approving the preparation of a preliminary official statement and a Notice of Sale; and providing for the effective date thereof by Resolution No. 20-0258.
On April 8, 2020, City Council authorized the issuance of Equipment Acquisition Contractual Obligations, Series 2020 in an aggregate principal amount not to exceed $33,000,000.00; levying a tax in payment thereof; approving and awarding the sale thereof and approving execution of a purchase agreement; approving the official statement; and enacting other provisions relating to the subject by Resolution No. 20-0545; Ordinance No. 31497.
