Title
Authorize a service contract Cooperative Purchasing Agreement with IEM International, Inc. (a corporation f/k/a Innovative Emergency Management, Inc., whose amended name was executed by the Texas Secretary of State on February 12, 2024), through the Houston-Galveston Area Council Cooperative Agreement Contract No. 7264, which was executed between Innovative Emergency Management, Inc., and the Houston-Galveston Area Council, and which Cooperative Purchasing Agreement contract has been approved as to form by the City Attorney, for the purpose of evaluating to evaluate the City’s Continuity of Operations Program’s current capabilities, conducting a and gap analysis within the Continuity of Operations Program’s current processes, presenting solutions for any such identified gaps, presenting recommendations for identification, enhancements to the City’s Continuity of Operations Program, identification,and developing an exhaustive training development project for the City to utilize when training City departments and employees with IEM International, Inc. f/k/a Innovative Emergency Management, Inc. through the Houston-Galveston Area Council Governments cooperative agreement - Not to exceed $109,916.00 - Financing: 2022 Homeland Security - Urban Area Security Initiative 23-25 Fund

BACKGROUND
During In 2014, the City awarded a contract to Tidal Basin Government Consulting, LLC (“Tidal Basin”), whereby Tidal Basin interviewed each department within the City and then to interview departments and developed their an individual Continuity of Operations Plans (“COOP“) for each department, based upon the specific needs of each respective City department. Following a City Audit of the COOP Programs in 2018, several deficiencies were noted. in the COOP Program. In response, the Office of Emergency Management (OEM) initiated actions to improve the pProgram, which actions to included:
Ø Administrative Directive 2-56 provided guidance on the citywide COOP Program: by
a. Recognized OEM as the citywide coordinator of the COOP;.
b. Established Directed department directors as each newly being responsible for their respective departments’ COOP actions, with each director bestowed with the authority to name a departmental COOP Coordinator responsible for the creation and maintenance of that their individual department’sal COOP annexes;.
c. Established and outlined the roles and responsibilities of the departmental COOP coordinators;.
d. Established a yearly maintenance review cycle, to ensure that the data captured within the annexes was current.
Ø OEM streamlined and revised the annex templates to eliminate redundancies and to make the annexes more user friendly.
Ø OEM Pprovided technical assistance to the individual departments throughout in the development of their COOP annexes.
Since then, the City’s COOP Pprogram has experienced several opportunities for departments to implement portions of their COOP annexes from single department COOP activations such as Dallas Water Utilities relocating to its their Supervisory Control and Data Acquisition backup during to citywide events such as COVID-19 and the most recent ransomware attacks.
OEM convened a committee to review the current format of the COOP annexes in order to enhance the annexes and eliminate information that does not add value to the annex or to the reconstitution of Mission Essential Functions. Additionally, given considering the recent cyberattacks, OEM has included representatives from ITS to assist in this process.
Considering these events, OEM and City Management are of the opinion that it would be feel it is prudent to employ a third-party observer to evaluate the current capabilities of our COOP program, to identify gaps in our program’s current processes, to provide and possible solutions which would rectify such identifed to fulfil those gaps, to develop an extensive training project which the City would utilize to train City departments and employees, and to provide enhancements and provide best practices which the City would be able to apply, both internally and externally, so as to further strengthen employ to enhance our COOP program.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On October 22, 2014, the City Council authorized a consultant contract, whereby for Tidal Basin was engaged to design and develop and deliver a comprehensive citywide Continuity of Operations Plan by Resolution No. 14-1775.
