BACKGROUND

 

The City of Dallas owns and operates two wastewater treatment plants with a combined capacity of 280 million gallons per day. The Southside Wastewater Treatment Plant is located in southeast Dallas and is permitted to treat an average annual flow of 110 million gallons of wastewater per day. This action will authorize a construction services contract with Crescent Constructors Inc. for major maintenance and rehabilitation improvements at the Southside Wastewater Treatment Plant. The primary work includes improvements of the sulfur dioxide liquid fill and purge lines, new duct bank and raceway improvements at the chlorine building, and replacement of multi-rake bar screens and washer compactor, odor control biofilter improvements, and rehab of the gravity belt thickeners at the Screening and Thickening Facility. Other work includes the replacement of equipment, piping and valving, appurtenances, structural concrete work, excavation, electrical and instrumentation control systems, and associated improvements throughout the Southside Wastewater Treatment Plant. The proposed improvements will address aging infrastructure and help reduce electrical costs at the plant by taking advantage of newer, more efficient technology.

 

In addition to the proposed treatment facility improvements, the scope of work includes the installation and replacement of 2,400 feet of the 60-inch diameter Hickory Creek wastewater interceptor. The wastewater interceptor was built in the early 1980’s and portions of the pipe have failed in the last two years due to significant corrosion. Those failures have resulted in costly repairs and impacts to plant operation. The 60-inch diameter main transports a significant amount of wastewater flow from southeast Dallas to the Southside Wastewater Treatment Plant. If not addressed, further structural failure could result in wastewater overflows and eventual flooding of neighborhoods.
