Title
Authorize a three-year service price agreement for boat and motor repairs and parts for citywide use - Tommy's Mobile Boat & Motor Service, Inc. dba Rockwall Marine in the estimated amount of $229,935.00 and Felix Flores dba Dallas Paint and Body in the estimated amount of $82,085.00, lowest responsible bidders of two - Total estimated amount of $312,020.00 - Financing: General Fund ($216,560.00), Dallas Water Utilities Fund ($70,980.00), and Stormwater Drainage Management Fund ($24,480.00) (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This service price agreement will provide for boat and motor repairs and parts for citywide use. City staff rely on specialized watercraft to perform a variety of essential public services including emergency water rescues, lake patrol, debris removal, and water quality monitoring. In addition, Dallas Fire-Rescue Department uses motorized boats for special lake events, responding to flood events and accessing confined bodies of water. The Dallas Police Department utilizes watercraft to patrol bodies of water within the city limits of Dallas and for safety and rescue operations. The Dallas Water Utilities Department, in accordance with local, state, and federal regulatory compliance requirements, use boats to conduct raw water sampling, perform watershed monitoring, remove debris along waterways, and respond to spills.
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The calculated living wage during the solicitation process of this contract is $18.24; the selected vendor meets this requirement.

On February 24, 2021, the City Council authorized a three-year service price agreement for boat and motor repairs and parts with Tommy's Mobile Boat & Motor Service, Inc. by Resolution No. 21-0430.
