BACKGROUND

 

This action does not encumber funds; expenditures under the agreement will be made in accordance with annual budgetary appropriations throughout the term of the agreement.

 

This action will authorize a three-year cooperative purchasing agreement, with two one-year renewal options, for electrical and mechanical maintenance, repair, monitoring, and related support services for the Woodall Rodgers Tunnel and Southern Gateway Tunnel systems with CMC Network Solutions through The Interlocal Purchasing System (TIPS) Program cooperative purchasing agreement. These services support daily tunnel operations and critical infrastructure systems, including tunnel lighting, ventilation, monitoring, generator testing, and related electrical and mechanical components necessary for continued tunnel operations and public safety.

 

A companion ratification item is also being presented to authorize payment for services provided during the interim period following expiration of the previous agreement.

 

The TIPS Program cooperative purchasing program is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On January 27, 2021, the City Council authorized a service price agreement with CMC Network Solutions, LLC for electrical and mechanical maintenance and repair services for the Woodall Rodgers Tunnel and Southern Gateway Tunnel systems for a three-year term, with two one-year renewal options, in the estimated amount of $5,025,916.00, by Resolution No. 21-0250.

Cooperative Purchasing Agreement

Cooperative purchasing agreements enable the City to associate with State agencies, other local governments, or local cooperative organizations comprised of other state and local governments, to leverage market buying power and enable the City to purchase goods or services at lower prices.

 

The cooperative purchasing agreement is an alternative method of meeting the requirements for competitive bidding or competitive sealed proposals, not an exception from that requirement.
