BACKGROUND

 

The federal Infrastructure Investment and Jobs Act <https://www.congress.gov/bill/117th-congress/house-bill/3684/text>, also known as the Bipartisan Infrastructure Law, was signed into law on November 15, 2021. One component of the act is the State and Local Cybersecurity Grant Program (SLCGP), which appropriated $1 billion over four years (2022-2025) to address cybersecurity risks and cybersecurity threats to information systems owned or operated by, or on behalf of, state, local, or tribal governments. The grant requires a 30 percent match.

 

Texas began receiving and awarding SLCGP funds in FY2022, with funding provided annually by Federal Emergency Management Agency and administered at the State level by the Office of the Governor - Homeland Security Grants Division. The City was awarded funding under the mitigation category which specifically helps local governments implement security tools and controls that reduce vulnerabilities, prevent incidents, and limit the impact of cyber threats on municipal operations.

 

 

The City’s Information and Technology Services Dept. will utilize these grant funds to support the implementation of Next Generation Firewalls (NGFWs) projects aimed to provide increased security protection against modern threats for information systems, assets, and data owned and operated by the City.

 

NGFWs provide stronger, smarter network protection by identifying real threats, improving visibility, and reducing risk in modern, cloud-connected environments.
