BACKGROUND

 

Completed in 1989, the Morton H. Meyerson Symphony Center (Meyerson) was designed by internationally renowned architect I.M. Pei, with the Eugene McDermott Concert Hall designed by noted acoustician Russell Johnson. The Meyerson, a city-owned cultural and performing arts landmark, is managed by the Dallas Symphony Association, the governing body of the Dallas Symphony Orchestra (DSO), and serves as the DSO’s home venue.

 

Now approaching 40 years of continuous use, the facility requires significant maintenance and infrastructure improvements to preserve its architectural integrity. Among these needs, the replacement of the high roof areas has been identified as the highest priority and has long been listed on the City’s Needs Inventory, qualifying it for bond funding consideration.

 

On May 4, 2024, Dallas voters approved Proposition E of the 2024 General Obligation Bond Program, which provides funding for the planning, design, construction, and improvement of the city’s cultural and performing arts facilities. As part of the cultural and performing arts category, the roof replacement and mitigation of water infiltration issues at the Meyerson were included as priority projects.

 

 

 

On October 8, 2025, the City Council approved a design-build construction contract with Phoenix I Restoration and Construction, LLC for design and preconstruction services, an early construction package, and architectural and engineering services for the design and construction for the replacement of designated high roof areas and water infiltration mitigation at the Meyerson.

 

Phoenix I Restoration and Construction, LLC was selected following a two-step qualifications-based selection process in accordance with the City of Dallas and State of Texas procurement guidelines.

 

This action authorizes Supplemental Agreement No. 1 to the design-build construction contract with Phoenix I Restoration and Construction, LLC, for construction services for the roof replacement of designated high roof areas and water infiltration mitigation at the Meyerson, located at 2301 Flora Street.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On August 9, 2017, the City Council ordered a bond election on Tuesday, November 7, 2017, to authorize general obligation bonds (2017 Bond Election) by the qualified voters of the City for the purpose of providing funds for permanent public improvements by Resolution No. 17-1196; Ordinance No. 30554.

 

On February 13, 2019, the City Council authorized a professional services contract with Harrison Kornberg Architects, LLC for architectural and engineering design and construction administration services for the Meyerson Symphony Center located at 2301 Flora Street by Resolution No. 19-0249.

 

On March 25, 2020, the City Council authorized a building construction services contract with Phoenix I Restoration and Construction, Ltd. for upgrades and modifications at the Meyerson Symphony Center by Resolution No. 20-0462.

 

On February 14, 2024, the City Council authorized a May 2024 Bond Election to fund a variety of capital improvement projects citywide in by Resolution No. 24-0280; Ordinance No. 32658.

 

On May 15, 2024, the City Council approved and adopted the canvassing committee’s report for the May 4, 2024 Bond Election, certifying the election results and declaring that a majority of voters supported all bond propositions, as set forth by Resolution No. 24-0695; Ordinance No. 32658.

 

On October 8, 2025, the City Council authorized a design-build construction contract with Phoenix I Restoration and Construction, LLC for design and preconstruction services, an early construction package, and architectural and engineering services for the design and construction for the replacement of designated high roof areas and water infiltration mitigation at the Meyerson, located at 2301 Flora Street, in an amount not to exceed $390,260.00 by Resolution No. 25-1625.

PROCUREMENT INFORMATION

 

A Request for Qualifications (RFQ) (Solicitation CIZ25-BCM-3157) was issued on March 11, 2025. On April 11, 2025, four Qualifications Statements were received in response to the RFQ. Following the review of the submitted Qualifications Statements, two candidates were recommended, and a Request for Proposal was issued to the short-listed firms on April 28, 2025:

Proposals were received and distributed to the Evaluation Committee on May 30, 2025. Following independent review and evaluation of each submittal, the Evaluation Committee members ranked each Candidate’s proposal and closed the Evaluation reports on June 9, 2024. The resulting cumulative ranking of the Evaluation Committee determined Phoenix I Restoration and Construction, LLC to be the highest-ranked proposal.
