Authorize the (1) acceptance of two grants from the Institute of Museum and Library Service through the Texas State Library and Archives Commission (TSLAC) for the State Fiscal Year (SFY) 2025 TSLAC TexTreasures Original 2025 (Grant No. TXT-25003/Federal ID No. LS-256843-OLS-24, Assistance Listing No. 45.310) in the amount of $35,674.00 for the period July 1, 2024 through June 30, 2025 and an ILL Lending Reimbursement 2024 (Grant No. 904061/FAIN No. LS-253655-OLS-23, Assistance Listing No. 45.310) in the amount of $19,799.00 for library lends made between August 1, 2023 through July 31, 2024; (2) establishment of appropriations in an amount not to exceed $35,674.00 in the TSLAC TexTreasures Original 2025 and $19,799.00 in the ILL Lending Reimbursement 2024; (3) receipt and deposit of funds from the Texas State Library and Archives Commission in an amount not to exceed $35,674.00 in the TSLAC TexTreasures Original 2025 and $19,799.00 in the ILL Lending Reimbursement; and (4) execution of the grant agreement and all terms, conditions, and documents required by the grant agreement - Total not to exceed $55,473.00 - Financing: Texas State Library and Archives Commission TexTreasures Original 2025 Fund ($19,799.00) and Texas State Library and Archives ILL Lending Reimbursement 2024 Fund ($34,674.00)

BACKGROUND
The TSLAC awards competitive grants to libraries across the state to public and academic libraries to support literacy and educational initiatives. The City of Dallas, Dallas Public Library, has been awarded one of these grants.
The TSLAC Texas Treasures grant will allow digitization of the Juanita Craft Collection to meet the demands for access with the opening of the redesigned Juanita J. Craft Civil Rights House Museum in May 2023. Juanita Craft was an American civil rights activist who dedicated her life to working for equality and social justice. She was the first Black woman in Dallas County to vote in the Democratic primary and the first Black woman deputized in the state to collect the poll tax. She served over 50 years in the NAACP and led the NAACP Youth in protesting segregation at many institutions, most notably the State Fair of Texas, who only admitted African Americans on “Negro Achievement Day”. The Juanita Craft Collection was established in 1973 by Craft herself to preserve her legacy. This project will make 801 images from the collection accessible online.
The ILL is a service that allows customers to request materials owned by another library system. The Dallas Public Library provides interlibrary loan services with reimbursement from the Texas State Library Commission to cover costs associated with this service. The Texas State Library Commission is disbursing reimbursement payments to Texas public libraries who have made interlibrary loan lends in State Fiscal Year 2024. The Dallas Public Library completed 2,794 lends using the Navigator ILL System in State Fiscal Year 2024 and will receive a total payment of $19,799.00.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On October 11, 2023, the City Council authorized the acceptance of an Interlibrary Loan Reimbursement grant from the Institute of Museum and Library Service through TSLAC by Resolution No. 23-2110.
