Authorize an increase in the construction services contract with Oscar Renda Contracting, Inc., for additional work associated with the construction of improvements at three water meter vaults (list attached to the Agenda Information Sheet) - Not to exceed $303,585.00, from $4,571,416.04 to $4,875,001.04 - Financing: Water Capital Improvement F Fund

BACKGROUND
The Dallas Water Utilities Department (DWU) owns and operates numerous pieces of operational equipment critical to the distribution and metering of water. A condition assessment of various DWU owned meter vaults throughout the city was performed to identify and prioritize improvements to extend their service life, reduce operational and maintenance costs and improve worker safety. These underground vaults range in size from 100 to 600 square feet with a depth ranging from 10-15 feet. They also contain valves, meters, and monitoring equipment necessary to deliver water to the residents of Dallas and wholesale customers.
On February 8, 2017, the City Council authorized a construction services contract with Oscar Renda Contracting, Inc. for rehabilitation improvements to aging infrastructure at the Irving Jamison Meter Vault (1955) and the Irving North Meter Vault (1975). Also included was the construction of a new water meter vault adjacent to the Cypress Waters Pump Station which serves the far northwest part of Dallas. The new meter vault allows DWU to better monitor, measure and control water volume and quality delivered to customers in far northwest Dallas. On June 12, 2009, the City Council authorized an increase in the construction services contract with Oscar Renda Contracting, Inc. (Change Order No. 1) for additional work identified during the construction of the meter vault improvements as a result of differing site conditions and necessary for the meter vaults to continue functioning as intended. The work included additional pipe, fittings and electrical materials necessary to connect to existing infrastructure in different locations than shown on the original design plans. On January 12, 2024, Change Order No. 2 was authorized by Administrative Action No. 24-0062 for additional material and labor costs relating to unforeseen site conditions and design changes to improve operational efficiency and safety.
This action will authorize Change Order No. 3 to the construction services contract for additional costs due to time and resource impacts associated with ground storage tank issues impacting the completion of contract work, shop drawing revisions resulting from conflicting as-built information, DWU water demand driven constraints impacting the completion of contract work, owner initiated design changes for a 36-inch isolation valve, and work associated with the adjustment of an existing water manhole ring and cover to bring to final grade. The additional work and impacts were offset by time overages for completion of the contract work, resulting in the final change order amount. The change to the contract represents the final accounting needed to close out the contract. All work has been completed and the constructed facilities are fully operational.

On February 8, 2017, the City Council authorized a construction services contract with Oscar Renda Contracting, Inc. for the construction of improvements to water meter vaults at three locations by Resolution No. 17-0273.
On June 12, 2019, the City Council authorized an increase in the construction services contract with Oscar Renda Contracting, Inc. for additional work associated with improvements at three-meter vaults, by Resolution No. 19-0910.
