Title
Authorize (1) a four-year consultant services contract, with one three-year renewal options with The Boston Consulting Group, Inc., at the City’s discretion for Executive Program Advisory Services for the Love Field Expansion Airport Program at Dallas Love Field; and (2) increase appropriations in an amount not to exceed $13,575,000.00 in the AVI Commercial Paper Fund - Not to exceed $13,575,000.00 - Financing: AVI Commercial Paper Fund

BACKGROUND
The City of Dallas Department of Aviation solicited proposals from pre-qualified firms to provide Executive Program Advisory Services in support of the landmark Love Field Expansion Airport Program (LEAP) in January 2026. The Boston Consulting Group, Inc., was selected as the most advantageous proposer.
LEAP is a multi-year, $2.5 billion Capital Improvement Program and represents the largest single investment ever undertaken at Dallas Love Field. This transformative initiative will expand capacity and enhance the passenger experience through the delivery of 14 major infrastructure projects across terminal, airside, landside, and support facility areas.
An Executive Program Advisor, serving as an extension of the Chief Development Officer, is critical of the successful delivery of this program at Dallas Love Field. The scale and complexity of this program are significant, particularly given the need for major reconstruction within the constrained footprint of an active airport; consequently, the airport requires experienced, independent oversight to support strategic decision-making, align stakeholders, and proactively manage risk across all phases.
By providing specialized expertise in constructability and operational phasing, the Executive Program Advisor will minimize passenger and airline disruptions while augmenting internal capacity. This role will solidify program governance, enhance cross-project coordination, and drive early-stage cost and schedule efficiencies, ultimately protecting the City’s investment through proactive risk mitigation.
This action authorizes a four-year consultant services contract, with one three-year renewal options with The Boston Consulting Group, Inc., at the City’s discretion, to provide executive-level program leadership and advisory services.
