Authorize (1) an increase in appropriations in an amount not to exceed $20,498,064.77 in the Wastewater Construction Fund; and (2) a construction services contract for the McKamy & Osage Branch Wastewater Interceptor Project (Phase 1) – S.J. Louis Construction of Texas, LTD, lowest responsible bidder of five - Not to exceed $39,144,257.00 - Financing: Wastewater Capital Improvement F Fund ($3,582,247.72), Wastewater Capital Improvement G Fund ($15,000,000.00), and Wastewater Construction Fund ($20,562,009.28)

BACKGROUND
Dallas Water Utilities Department has existing wastewater pipelines running along and under McKamy Branch and Osage Branch between Arapaho Road and Frankford Road that have been identified for replacement and upsizing to meet current and future capacity needs. Portions of the existing wastewater interceptor lack the required capacity for current and future peak flows. This leads to surcharging of the wastewater system and potential sanitary sewer overflows. The majority of the existing interceptor is also located under the McKamy Branch and Osage Branch creek bed and ponds along the creek which makes access to manholes difficult and can lead to additional water infiltration that must be conveyed in the wastewater system and treated at the wastewater treatment plants.
The McKamy & Osage Branch Wastewater Interceptor Project is divided into four phases of construction that will ultimately lead to the installation and or rehabilitation of approximately 41,000 feet of 8-inch to 60-inch diameter wastewater mains. This action will authorize a construction services contract with S.J. Louis Construction of Texas, LTD, for the initial phase of the project between Arapaho Road and Keller Springs Road to include the installation of approximately 9,816 feet of wastewater pipelines. The work consists of 1,800 feet of 8-inch, 510 feet of 18-inch, 100 feet of 20-inch, 2,416 feet of 24-inch, 80 feet of 30-inch, 150 feet of 36-inch, 20 feet of 42-inch, 70 feet of 48-inch, and 4,670 feet of 60-inch diameter wastewater mains. When completed, the project will improve the capacity of the wastewater system, reduce the potential of sanitary sewer overflows, and provide better access for maintenance by relocating the mains and manholes out from under creek beds and ponded areas.
